THIS IS A REQUEST FOR INFORMATION ONLY – THIS RFI IS ISSUED SOLELY FOR INFORMATION AND

PLANNING PURPOSES.

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. A solicitation is not available at this time.

Requests for a solicitation will not receive a response. This is a Government Market Research effort in accordance with Federal Acquisition Regulation FAR Part 10 to develop an acquisition strategy to acquire contractor services to provide transformer maintenance under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. This notice does not constitute a commitment by the Government to contract for any supply or service whatsoever nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. Any information submitted by respondents to this RFI synopsis is voluntary. This RFI notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. A sources sought notice will follow at a later date.

The RFI falls under North American Industry Classification System (NAICS) code 221111 (Hydroelectric Power Generation) with a size standard of 500 employees. Under this NAICS code, please specify your business size.

The Bureau of Reclamation, Lower Colorado Dams Office, is seeking feedback from groups that are capable of performing transformer maintenance on the generator step-up transformers at three sites (Hoover Dam, Davis Dam, and Parker Dam) located along the Colorado River. Each of these sites has a hydroelectric generating station with generator step-up (GSU) transformers. Each site varies by construction and layout and has different circuit configurations. Hoover Dam and power plant has fifteen (15) single phase transformers rated at 100 mega volt-amperes (MVA) each. Each of these transformers has a conservator and has forced oil cooling. There are also eight (8) three phase transformers that are rated 135 MVA. These transformers are three phase with a conservator for each transformer. The approximate age of construction for these transformers is the mid 1980’s. Davis Dam has five (5) three phase GSU transformers at 40-45 MVA each and Parker Dam has 12 single phase transformers rated at 10 MVA each. The Davis Dam transformers were built around 1960 and the age of the Parker Dam GSU transformers is unknown.

The Lower Colorado Dams Office is seeking to identify potential sources that have the capability to perform ALL of the following functions with these transformers:

• High Side Bushing Replacement

• Low Side Bushing Replacement

• Neutral Bushing Replacement

• Repair and Replace temperature sensing devices

• Repair and Replace transformer cooling equipment

• Oil processing to remove moisture, dissolved gases and contaminants

• Modifications to transformer tanks

• Conservator maintenance

• Core removal and repair

• Transformer Coil repair or replacement

• Transformer painting and corrosion control (this shall include paint removal as necessary).

• Miscellaneous transformer testing (Tests may include Doble Power Factor, Transformer Turns

Ratio, Leakage Reactance, DC Resistance with temperature correction and Dissolved Gas Analysis (DGA)).

• Transformer temperature sensing equipment purchasing

• Modifications to existing transformer monitoring equipment

• Modifications to gas blanketing equipment and controls for nitrogen blanketed transformers

• Modifications to moisture removal from air for conservators (desiccant) and replacement as needed.

• Transformer Oil removal and replacement

• Replacement of Buchholz and Sudden Pressure Relays

• Gasket repair and replacement

• Modifications to iso-phase bus entrances to GSU transformers

• Supply and installation of iso-phase bus work.

• Repair and Replacement of current transformers (Bushing mounted and Internal).

• Addition and removal of bushing mounted current transformers.

• Repair and replacement of forced air blowers on OA/FA transformers.

• Disposal of failed transformer parts and material

Under the IDIQ contract, any material related to the transformer may be purchased by the Bureau of Reclamation. It is at the Bureau’s discretion if this equipment will be installed by the contracting party, or if the Bureau chooses to install the material itself.

Information Sought:

1. Please identify your company name/address/website URL, soecioeconomic status (e.g. small business, service disabled veteran, woman/womenowned, HUBZone, etc.) , and core competencies.

2. Briefly demonstrate the capabilities and experience to perform ALL of the functions listed above.

3. Does your company regularly engage in the business of providing transformer maintenance services which include ALL of the functions listed above.

4. Would your company be interested in proposing and/or executing all functions listed above under one contract, or in particular, a separate proposal/contract for a respective contract for Core removal and repair and Transformer Coil repair or replacement? What are your pros and cons for proposing and/or executing all service functions on one contract or separate contracts?

5. Proposed NAICS code if different than 221111.

Interested sources shall provide feedback in writing as explained above no later than April 16, 2015. The submittal shall not exceed 10 pages TOTAL. Submit electronic responses to this RFI by the above due date to Rita Horkan, Contract Specialist, via email (rhorkan@usbr.gov), and with subject line titled “Response to RFI for Transformer Maintenance”.
