PERFORMANCE WORK STATEMENT
Integrated Vegetation Management For Bonneville Unit Mitigation Lands
CY2015 thru CY2020
Utah Reclamation Mitigation and Conservation Commission Salt Lake City, UT
1.0 Scope
1.1 Objective
The objective of Integrated Vegetation Management (IVM) is to acquire contractor services to control noxious and invasive weeds on lands administered by the Utah Reclamation Mitigation and Conservation Commission (Commission) and U.S. Bureau of Reclamation (Reclamation) for the Bonneville Unit of the Central Utah Project (CUP) in and around central and northeastern Utah.
1.2 Background
Titles III and IV of Pub. L. 102-575 as amended (Central Utah Project Completion Act; or CUPCA) establish and authorize the Commission to complete the fish, wildlife and recreation mitigation and conservation program for the Bonneville Unit of the CUP. The Commission has made substantial progress with land and water right acquisitions constituting a substantial portion of the mitigation program. The acquired mitigation lands or easements require management, development, and operation and maintenance to provide effective long-term mitigation and conservation. Noxious weed and invasive species plant control is a key method for helping to achieve desired fish and wildlife habitat outcomes and improved biological diversity and productivity of native ecosystems. Management of the vegetative community towards desirable species composition is a key component of the Commission’s projects, particularly in the wetland/riparian zone and its buffers. Weed control and related vegetation management, especially in upland vectors to the wetland and riparian areas, will help maintain the habitat values being restored. This approach is referred to as an Integrated Vegetative Management Plan (IVM Plan).

3.0 Tasks
This IDIQ Contract is intended to provide contractor services to control noxious and invasive weeds on lands administered by the Utah Reclamation and Conservation Commission and/or U.S. Bureau of Reclamation for the Bonneville Unit of Central Utah Project (CUP). The size and complexity of the potential Project Areas to be treated are variable; some are small and relatively simple (e.g. all similar elevation and topography) while others may consist of steep-sided uplands, stream corridors and riparian areas and wetlands. Therefore the treatment approach may be simple or may be more complex. For those Project Areas where a complex work assignment is anticipated, the Commission may require a Phased Task Order. Under Phase I an Initial Assessment and Treatment Plan would be prepared and submitted for approval. Upon approval, Phase II of the Task Order would be awarded based on the quantities of work in the Approved Treatment Plan and rates as determined by this Contract Schedule B.
The requirement for Initial Assessment and Treatment Plan would be determined on a Task Order basis and clearly identified in the Request for Quotation (RFQ) provided to the Contractor.
3.1 Initial Assessment of Project Area (Optional; On a Task Order Basis)
This task will consist of a written assessment of acres in the “Task Order Project Area” that require work in order to meet or remain in compliance with the stated performance criteria for success. For example, upon specification, designated areas may have criteria for less than 10% noxious weed vegetation cover; the removal of all salt cedar; and the removal of all Russian olive greater than 1 meter tall. Success criteria may vary from Task Order to Task Order, but will be chosen from among those listed in Section 5.0 (below) and will be clearly specified in each Request For Quotation (RFQ) and Task Order provided to the Contractor.
This task also requires preparation of a written treatment plan that identifies acres proposed for treatment by method (e.g. chemical and types, hand-control methods, etc.). A separate document that provides a list of Chemicals intended for use in the Project area must be reviewed and approved by the Commission and/or Reclamation via the Pesticide Use Proposal Form to be completed by the Commission or Reclamation. This shall be completed prior to use and must be legal and appropriate to the site specific conditions where they are to be applied. A safety hazard analysis and the Material Safety Data Sheets for chemicals used must be submitted for each chemical with the chemical list at least 5 days prior to application of any chemical.
The treatment plan shall describe the desired conditions to be developed through weed control and management in clear, concise and professional writing, free of grammatical errors or extraneous material. These include a self-sustaining, and healthy plant community with desired species (as specified by the Government on each task order) in those locations that are infested with noxious or invasive weeds and prevention of new infestations of noxious or invasive plant species. Active monitoring and assessment of project areas is necessary to evaluate the vegetation health status.
The assessment report and treatment plan must also include mapping of the Task Order Project Area using GIS technology (in suitable industry-standard (ESRI-Arc) electronic format) and at a minimum shall identify polygons, locations and amounts of the vegetation zones and noxious/invasive species infestation zones according to the following Table 1.
The Commission anticipates that this assessment and treatment plan will be based on a GIS (ESRI-Arc compatible) baseline Task Order Project Area database to be provided by the Commission. The provided GIS layer(s) may consist of one or more of the following:*
Geo-referenced aerial photography
Project Features (e.g. constructed wetlands, ponds, stream channels, dikes, bridges, etc.)
Vegetation types/habitat types
Threatened and endangered species or other sensitive habitats where special care and treatment may be necessary
Miscellaneous other photographs or data
*Available data layers may vary from Project to Project and Task Order to Task Order. No assertions are made regarding quantity or quality of data to be made available.
Table 1. Noxious or invasive species to be controlled.
"Class A" weeds have a relatively low population size within the State and are of highest priority being an Early Detection Rapid Response (EDRR) weed.
"Class B" weeds have a moderate population throughout the State and generally are thought to be controllable in most areas.
"Class C" weeds are found extensively in the State and are thought to be beyond control. Statewide efforts would generally be towards containment of smaller infestations.

3.2 Additional Assessments of Treatment Areas (Optional; On a Task Order Basis)
This task will consist of follow-up assessments of the Task Order Treatment Areas to determine success or failure of the previous treatments, and to provide field-based information for modification of the treatment plans. This task also requires preparation of a written treatment plan.
The assessment report and treatment plan must also include mapping of the Task Order Project Area using GIS technology (in suitable industry-standard (ESRI-Arc) electronic format) and at a minimum shall identify polygons, locations and amounts of the vegetation zones and noxious/invasive species infestation zones according to Table 1.
This task involves a more thorough re-assessment than the annual inspection/monitoring required as part of each Treatment Task Order (Task 3.3 below).
3.3 Treatment of Areas
3.3.1 This task consists of treatment for control of noxious weed and invasive species in the identified Treatment Area. Treatments are anticipated for both the spring and fall seasons, but will be specified per the Approved Treatment Plan, and/or according to the Task Order if a treatment plan is not required.
3.3.2 This task requires an inspection report for monitoring effectiveness and compliance purposes. This will be generated by the Contractor and will include specific requirements as identified on the approved treatment plan or task order. In addition the Contractor will provide photos in electronic .JPG format of the work being done in representative work areas and effective results.
3.4 Annual Reporting
This task includes an annual report which will include a synopsis of the assessments and treatment plans, and treatments applied, by Task Order by Project Area; including an accounting of any/all chemicals applied by type and brand, quantity, treatment area and method, and discussion of the success of treatments in all areas and recommendations for future weed management efforts.
4.0 Contractor Requirements
4.1 Development of Safety Plan
The Contractor is required to furnish a Safety Plan to the Commission’s technical representative within 30 days of contract award. The Safety Plan, at a minimum, shall include requirements for use of protective clothing such as:
protective eye wear, leather leg chaps, as well as a summary of safety and emergency procedures to be used in the event of insect, rodent, or reptile bites (i.e. rattlesnake bites). A good source of Reference is U.S. Bureau of Reclamation’s Safety and Health Standards.
4.2 Certifications and Personnel Requirements
The Contractor and its operating employees must be knowledgeable of Central Utah weed species and native plants so as to be able to distinguish between them in the field. The Contractor (or designated subcontractor) must possess, at a minimum, a commercial applicator’s license for the State of Utah to dispense herbicides in industrial-right-of-ways, rangeland settings and in wetlands and aquatic areas for weed control work involving herbicide application. Copies of required Licenses shall be provided to the Mitigation Commission at a pre-work initiation meeting. The Mitigation Commission requires that the Contractor be fully certified to apply whatever methods are employed for weed and other vegetation control and management in the project area.
4.3 Contractor-Provided Equipment, Materials and Supplies
Contractor will provide all equipment (including, but not limited to an ATV and ATV-mounted sprayer if used) and labor to spot spray upland and wetland areas accessible by All-Terrain-Vehicle. Contractor will acquire and provide herbicide(s). Some treatment areas MAY NOT be accessible by All-Terrain-Vehicle and may be accessible by foot only. Contractor will provide equipment including, but not limited to backpack sprayer and labor to spot spray upland and wetland areas. Tree and shrub bare root seedlings must be avoided.
