LAKE ROOSEVELT LOG BOOMS

COLUMBIA BASIN PROJECT, WASHINGTON

FOREWORD

The principal components of the work to be performed under these specifications include preparing logs to be used in a log boom, preforming/obtaining a geotechnical investigation at each anchor site to verify the selection of anchor model, installing anchors upon the shore to hold the log boom in place, providing and installing steel buoys, placing concrete blocks to be used as intermediate anchors at each buoy location, mounting USCG approved lights on the buoys, and installing the log boom system. Due to the lack of access to project sites by land and restrictions on soil disturbances, the work is expected to be completed from a barge.

Work is located at two separate locations on Franklin D. Roosevelt Lake; Moonbeam Bay and Redford Canyon in Ferry County, Washington. Moonbeam Bay is located approximately 15 river miles upstream of Grand Coulee, Washington and Redford Canyon is located approximately 24 river miles upstream of Grand Coulee, Washington.

DIVISION 01 – GENERAL REQUIREMENTS

SUMMARY OF WORK

PART 1 GENERAL

1.01 LOCATION

A. Work is located at two separate locations on Franklin D. Roosevelt Lake; Moonbeam Bay and Redford Canyon in Ferry County, Washington. Moonbeam Bay is located approximately 15 river miles upstream of Grand Coulee, Washington and Redford Canyon is located approximately 24 river miles upstream of Grand Coulee, Washington.

The sites are not accessible by land and the work is expected to be completed from a barge.

1.02 GENERAL INTENT OF WORK

A. The general intent of this work is to limit boat access and wave action in Moonbeam Bay and Redford Canyon in order to protect the existing bank slopes from further erosion. The proposed action was developed by the Bureau of Reclamation (Reclamation) in coordination with the Colville Confederated Tribes (Tribe) to protect the sensitive resources by placing log booms at the entrance of each bay.

B. Temporary Roads are not permitted in the drawdown zone of Lake Roosevelt National Recreation Area and this project shall not be constructed from land in the drawdown zone. The Contractor must submit a plan for use of all access points to the job sites and indicate all temporary storage areas as part of the pre-work site plan. This plan must be reviewed and approved by Reclamation Construction Management and Project Management before construction begins.

C. The Contractor shall make its own investigations in regarding the use of barges to complete the work. The Contractor shall also examine the condition of the barges that will be used for the project and shall inquire with the barge operator/owner regarding their use, restrictions, load limits, and minimize interference with public use requirements. The Contractor shall comply with all use restrictions, conditions, and fees imposed by the owner/operator of the barges and shall be responsible for any damage caused by their use of the barges. During winter months, portions of Franklin D.

Roosevelt Lake freezes over which may restrict the Contractor’s water access or require special measures for access and to protect floating equipment.

D. Grand Coulee Dam and Franklin D. Roosevelt Lake support multiple purposes that result in variable and complicated operations such as controlling flood in late April through early May; supporting fisheries; and assuring refill in Franklin D. Roosevelt Lake by summer to comply with the Biological Opinion to support river flows for fish later in the year. Adding to the operational complexity is the hydrologic cycle. Unpredictable weather patterns require swift operational adjustments with little warning. The Technical Management Team (TMT), an inter-agency technical group, is responsible for making recommendations on dam and reservoir operations along the Columbia. The TMT web site, http://www.nwdwc. usace.army.mil/tmt/documents/wmp/2011/, is one of the best resources available for operational, water supply, fish passage, and related plans.

1.03 PRINCIPAL COMPONENETS OF WORK

A. Preparing logs to be used in a log boom.

B. Installing anchors upon the shore to hold the log boom in place

1. Log boom at Moonbeam Bay requires one anchor to be set into solid rock and one anchor to be driven into the existing soil with no soil disturbance.

2. Log boom at Redford Canyon requires both anchors be driven into the existing soil with no soil disturbance.

C. Furnishing steel buoys to meet log boom specifications.

D. Furnishing and installing concrete blocks to be used as intermediate anchors at each buoy location.

E. Furnishing and installing USCG approved lights on the buoys.

F. Installing the log boom system.

1.04 LAKE ROOSEVELT DRAWDOWN

A. Historic Franklin D. Roosevelt Lake drawdown data is as follows:

1. Lake level is historically at its lowest during the months of April and May. Since 1980, the average low water elevation for Franklin D. Roosevelt Lake for April and May is approximately 1252. The elevation of the lake should reach its lowest point on April 30. Refill depends on when the runoff starts and how fast it comes.

Typically, runoff comes about mid- to late May and the lake water elevation returns to the full pool elevation of 1290 by approximately July 4 of each year.

2. The lake level is historically at its highest during the month of July. The lake level usually recedes 2 to 5 feet after July 4 of any given year by approximately August

1. During August the lake is gradually lowered to meet target levels in the 1277 to

1280 range by August 31. September through the spring drawdown period, the lake is generally operated in the 1280 to 1289 range.

B. 1.05 SPECIFICATIONS REQUIREMENTS

A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 52.

B. Imperative statements in these specifications are Contractor requirements, unless otherwise stated.

C. Where specifications are written in streamlined form, the words “shall be” are included by inference where a colon (:) is used within the sentence or phrase.

1.06 DEFINITIONS

A. When the specifications use a word or term defined in the Federal Acquisition Regulations (FAR), the definition of the word or term shall be in accordance with FAR sections in effect at the time the solicitation was issued.

B. Quality Assurance: Inspection and tests performed by Government to ensure compliance with the terms of the contract.

C. Quality Control: Activities performed by Contractor to ensure work conforms to contract requirements.

D. Contractor Quality Testing: Specified tests to be performed by the Contractor.

1. The Government may use the test results for Quality Assurance.

2. The Contractor may use the test results as part of Contractor quality control.

a. The Government anticipates that these tests will be part of the Contractor’s quality control program, however the tests do not relieve the Contractor of providing adequate quality control measures in accordance with the clause at FAR 52.246-12, “Inspection of Construction.”

E. Ground Disturbance: Any operations, such as digging, trenching, boring, excavating, scraping, scratching, grubbing, and drilling, which cause physical penetration of the surface of the ground by tools or equipment.

2) Describe methods to preserve, protect, and repair if damaged, vegetation (such as trees, shrubs, and grass) and other landscape features on or adjacent to the jobsite, which are not to be removed and which do not interfere with the work required under this contract. Include methods to mark work area limits, protect disturbed areas, and prevent erosion.

3) Describe methods to protect, and repair if damaged, existing improvements and utilities at or near the jobsite.

4) Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating staging area after completion of construction activities.

b. Submit revised drawings of changes in use of Government land made during design and erection stages or after use of Government land is in operation.

1.04 PROJECT CONDITIONS

A. Government land and land managed by Government agencies other than Reclamation may be used for temporary construction facilities with permission from that agency. No temporary structures are allowed within the Franklin D. Roosevelt drawdown zone.

B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land and request use of that land through the land use plan prior to construction.

C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of the COR.

D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.

E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by the COR.

3.01 CLEANING

A. Construction equipment: Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.

B. Contractor cleaning procedures shall result in equipment being cleaned as well or better than the procedures described in USBR Cleaning Manual.

C. The COR will inspect construction equipment following procedures described in USBR Cleaning Manual before allowing the equipment onsite.

1.05 SUBMITTALS PROCEDURES

A. Submit only checked submittals. Submittals without evidence of Contractor's approval will be returned for resubmission.

B. Submit number of complete copy sets, of required materials for each RSN as specified in "Submittals Required" column in Table 01 33 00A - List of Submittals. A complete set includes all listed items for RSNs with multiple parts.

C. Include the following information in transmittal letters:

1. Contract number and title.

2. RSN for each attached submittal.

3. Responsible code.

4. Number of sets for each RSN.

5. Identify submittal as initial or resubmittal.

1.06 REVIEW OF SUBMITTALS

A. Time required:

1. Submittal review will require 20 days for review of each submittal or resubmittal, unless otherwise specified.

2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date or date posted in Project Management Work Flow System.

B. Time in excess of specified:

1. The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.

a. The time extension will be to the extent that excess review time caused delay to the contract completion date.

b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or resubmittals.

c. Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending the contract completion date.

2. No time extension will be allowed if the Contractor fails to make complete approval submittals in sequence and within time periods specified.

3. Adjustment for delay will be made only to the extent that:

a. Approval was required under the contract, and

b. Requests for approval were properly and timely submitted and were approved.
