The Bureau of Reclamation, Yuma Area Office has a requirement to install a bypass around the 7E siphon and replace headwalls at the 7E siphon. The work is located in Yuma County, Arizona, from US Highway 95 take Avenue 7E north 1.5 miles to the work site where the Main Outlet Drain crosses Avenue 7E. The bypass is to be constructed of 60” diameter concrete pipe. The pipe may be installed open cut, trenchless, or a combination of both. At least one 14’ wide lane of traffic with alternating traffic direction to maintain traffic flow during construction must be provided. Coordination with Kinder Morgan Inc. for the crossing under the 6” fuel supply line (JP8) shall take place to comply with their requirements.
The work associated with the replacement of the headwalls includes plugging the main channel both upstream and downstream to bypass the water around the siphon. The bypass is to be maintained until the water is turned back into the original channel when structures are complete and tested. Maintain two way traffic on 7E. Install a dewatering system to lower the water table 2’ below construction elevations. Demolish existing siphon inlet and outlet and install new siphon inlet and outlet. Remove section of bypass pipe at intersection with main concrete lined channel. Cap pipes with factory fabricated caps/plugs, backfill and reline canal isolating the bypass.
This solicitation is 100% set aside for Small Business. The North American Industry Classification System (NAICS) Code assigned to this project is 237110 Water and Sewer Line and Related Structures Construction with a Small Business Size Standard of $36.5 million. This requirement will be solicited and awarded using the method outlined in FAR Part 15 – Contracting by Negotiation. The resulting contract will be a firm fixed price construction type.
The project period of performance is anticipated to begin September 15, 2015 with an anticipated completion date of March 13, 2016.
Bid Bond, Payment and Performance Bonds are required.
The magnitude of this construction project is estimated to be between $500,000.00 to $1,000,000.00.
The solicitation and any amendments to the solicitation will be available only through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about May 1, 2015. A site visit/pre-proposal conference will be held on or about May 13, 2015. Bids will be due on or about June 1, 2015. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
All interested parties are responsible for checking the FBO website to ensure that they have the most current information. Offerors are required to have a current registration in the System for Award Management (SAM) to be elgible for contract award. Offerors may register in SAM at http://www.sam.gov. SAM is a new system combining federal procurement systems into one new system. This consolidation is being done in phases. The first phase of SAM includes the functionality from the following systems: Central Contractor Registration (CCR), Federal Agency Registration (Fedreg), Online Representations and Certifications Application (ORCA) and Excluded Parties List System (EPLS).
