STATEMENT OF WORK

LB Chinook Engines and Repairs

December 17, 2014

A. Background

The U.S. Bureau of Reclamation is responsible for the management of up to 1.6 million acre feet of water stored behind Monticello Dam and over 160 miles of shoreline, numerous docks and boat launches, buoy lines, hazard and informational buoys, repair and upkeep of floating restrooms, emergency spill response, support for dam and spillway inspections, and debris removal.

The 24 foot Chinook Pontoon boat provides unique service on the lake due to the heavy duty floor, winch/crane, load capabilities and heavy seas (high waves) capability. It is used year around to service buoys, buoy lines, debris removal, deploying and servicing floating restrooms, inspections, and wildlife management.

The Chinook Pontoon boat motors have failed due to ethanol fuel damage, and the lower drive units have been replaced several times in the past due to improper original sizing and heavy use. The boat also has developed severe leaking on pontoon float seams, resulting in a “heavy boat.” The leaking pontoons cause further strain on the motors, high fuel usage, increased maintenance, and decreased load capability. This boat also has a severe lack of storage, an inoperative crane, no windshield, and lacks a rescue ladder.

B. Scope

1. Replace both pontoons with new, reinforced pontoons designed to ground onto shorelines and properly support the Coast Guard rated weight carrying capabilities. The pontoons also need front bumpers for pushing capability.

2. Repair existing hoist mount to effectively lift and spin easily for loading buoys; and install work platform cut-out with cover in the front/center of the work deck.

3. Replace both 80 HP Yamaha engines with slightly higher HP engines that are more appropriately sized and designed for heavy duty pulling and commercial work; replace hydraulic power steering without a tie-rod connecting the engines; and replace throttle controls and engine monitor gauges.

4. Replace both fuel tanks with fuel tanks designed for ethanol fuel of an equal or greater fuel capacity.

5. Redesign pilot control area for ergonomic placement of the throttle and other controls.

6. Replace existing swivel seat with stainless steel double width seat with integrated storage and gray padded seat and seat back.

7. Install lockable stainless steel storage bin in front of and covering the width of the pilot housing. This bin will be large enough for two people to sit on and have a padded seat. Bin will have a vertical divider located an equal distance from each side (two-sided).

8. Install a protective rail system around both engines to prevent tow rope from getting tangled with the outdrives.

The protective rail will be removable to enable access to work on engines.

9. Install glass shield in front of pilot house. Glass will fill space between top of dash and the bottom of the top rail that supports the roof, spanning the entire width of the dash. Glass must be fitted to allow existing cloth cover to be installed and readily removable to allow folding roof to collapse for travel.

10. Replace existing navigation lights with LED type fixtures.

11. Add an emergency ladder to side of work platform.

12. Price will include transportation to and from Lake Berryessa. Contractor is responsible for obtaining all necessary transportation permits.

13. Provide all tools, testing equipment, lifts, fluids, grease, and other shop equipment to complete work.

14. Comply with all applicable county, state, and federal laws pertaining to handling hazardous waste materials and safety requirements.

C. Specification and Drawing Submittals

Provide specifications and drawings for all proposed materials and repairs to Reclamation for review and approval prior to beginning any portion of work.

Send specifications and drawings to: Geoff Godfrey (see contact information in paragraph G)

D. Safety

1. Ensure work is conducted in a safe manner. Contractor is fully responsible for providing a safe and healthy workplace. Contractor shall not require any employee in the performance of the contract to work in surroundings or under working conditions that are hazardous or dangerous to his or her health or safety. Each employee is expected to perform in a manner that is consistent with the highest standards of health and safety.

2. Equipment and vehicles will meet all safety standards as required by Federal, State, and Occupational Safety and Health Act (OSHA) standards.

(h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that the offeror and/or any of its principals--

(1) [_] Are, [_] are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(2) [_] Have, [_] have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract;

violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and

(3) [_] Are, [_] are not presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and

(4) [_] Have, [_] have not, within a three-year period preceding this offer, been notified of any delinquent

Federal taxes in an amount that exceeds $3,000 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms.

The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
