OVERVIEW
The proposed additional funds are needed for an increase in construction costs and Pacific Gas and Electric costs. There is no change to the scope of work for this project.
The joint intake and diversion is to be located at approximately River Mile 70.8 on the right bank of the Sacramento River near Woodland, California. The Project consists of a 400-cfs intake and integrally constructed pump station, new discharge pipeline and appurtenant structures, a demolition of the existing facilities. The facility will be used jointly by Reclamation District
2035 and the Agency to divert water from the Sacramento River. RD 2035 has pursued construction of a new diversion since approximately 1998 to comply with the Federal
Endangered Species Act, which lists winter-run Chinook salmon as endangered. RD 2035
Completed preliminary design drawings and a Basis of Design Report (RD 2035 Fish Screen
Project, September 2010) in 2010 for an intake facility that would meet all current fish screening and floodway protection requirements. Work for this project includes project construction, construction management and inspection, engineering and project management services during constriction, legal services, and environmental compliance activities.
RECIPIENT INVOLVEMENT
RD 2035 shall be responsible for complying with all applicable Federal, State, and local laws including requirements of the Federal and California Endangered Species Acts, the National
Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA).

Technical Team ingress and egress to the Project area with 24 hour prior notice to conduct monitoring studies and construction.
RD 2035 shall manage the construction of the entire fish screen project.
RD 2035 shall attend AFSP Technical Team meetings to provide project updates and answer questions by AFSP Technical Team members pertaining to the project.
RD 2035 will not be paid by Reclamation for any work, materials and fees which are not in accordance with AFSP guidelines and policies.
RD 2035 shall invite the AFSP Project Manager and AFSP Technical Team to all construction meetings. Meeting notes from the construction meeting shall be forwarded to the AFSP Project
Manager and GOTR. All contract modifications, and change orders shall be forwarded to the
AFSP Project Manager for review and final approval. Modifications and change in contract proposal shall include cost estimate.
RECLAMATION INVOLVEMENT

In particular, Reclamation will be responsible for the following: The Reclamation AFSP team will review and comment on bid construction documents to assure they are consistent with the approved design and with funding agreement requirements. The AFSP team will review construction meeting notes and provide technical input and agency approval of proposed change orders. The AFSP team will coordinate with the project applicant regarding applicable environmental compliance and permit requirements during construction. The AFSP will participate in final inspection of the fish screen. The AFSP will review and approve the final fish screen Operations and Maintenance Plan, and the Post-
