About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) for a bridge extension to EPA Region 1's Emergency and Rapid Response Services (ERRS) contract.
The Environmental Protection Agency, Region 1 Superfund and Emergency Management Division, is requesting a 12-month emergency bridge extension to the existing single-award indefinite delivery/indefinite quantity (IDIQ) contract No. 68HE0121D0005, currently held by Environmental Restoration, LLC and scheduled to expire March 10, 2026. The extension, valued at $13,646,074.40, will extend performance through March 10, 2027, ensuring continuity of critical emergency response capability for environmental cleanup services across Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, and 10 Tribal Nations. The contract covers fast, responsive environmental cleanup services for hazardous substance releases, oil spills, and petroleum product incidents in response to natural disasters, terrorist activities, weapons of mass destruction, and chemical, biological, radiological, and nuclear incidents. Current ongoing task orders include emergency response actions at the Newport Mercury Release Site, Dummerston Orchard Site, Cass Toy New site, Mylec Complex, Webster Mill Site, Ballouville Mill Site, Bradford Veneer and Panel Site, Bliss Corner Neighborhood, Creese and Cook Tannery, and Riverside Square PCB Site, with anticipated new work valued at approximately $13.6 million during the extension period. The justification cites unusual and compelling urgency under FAR 6.103-2, as delay in award would result in serious injury to the government and environment, and notes that no other contractor can immediately provide the full scope of multidisciplinary emergency response services required. The incumbent is determined to be a small business eligible to compete for the follow-on competitive procurement, anticipated for award in November 2026, with no previous bridge extensions under this contract.
