Statement of Work (SOW)

Transit Subsidy for HUD NYC/NJ

The U.S. Department of HUD participates in a Transit Subsidy Program wherein it reimburses eligible employees who utilize public transportation to commute to and/or from work for their expenses incurred, up to a specified monthly limit. In both the New York (City) Regional HUD Office and the Newark Field Office. Employees receive transit subsidy reimbursement in advance, twice yearly, in late March and in late September, for the 6-month periods beginning April 1 and September 1, respectively. The estimated performance period is 3/1/2010- 2/28/2011 with an option for period 3/1/2011-2/28/2012

At this time, there are approximately 300 eligible participants in the NY HUD Office and 80 in Newark. The maximum allowable monthly reimbursement level is $230. Based on the current program eligibility criteria, the annual purchase of transit subsidy fare media in the NY HUD Office is in excess of $500,000 and $150,000 in Newark.

The Office of Field Administrative Resources/Operations Division for Region 2 (New York) is seeking vendors who are able to provide fare media that is accepted for purchase of transportation services by most or all major and minor rail, bus, commuter rail, ferry, light rail services in the New York Metropolitan area, including companies servicing commuters from New York (including Long Island), New Jersey, Connecticut and Pennsylvania.

HUD intends to procure the fare media via a Purchase Order. Payment by HUD is rendered through an Electronic Funds Transfer. Vendor must be able http://www.ccr.com/ to process and ship the order for fare media within 2 weeks of receipt (10 business days). Shipments must be insured and traceable.

A preferred form of fare media is the pre-paid debit card, in various denominations, that can be registered for protection against loss (nominal fee for replacement card is acceptable), and that can be re-filled or added to by the cardholder from personal funds or by combining multiple fare media cards, with no added fees for such transactions. Fare media should have a specified expiration date of no less than two (2) years from date of issue.

Acceptable restrictions would include a limiting the number of transactions adding funds to a given card, and a cap on the total funds that can be stored on a given card.
