INTENT TO AWARD A SOLE SOURCE CONTRACT

The U. S. Department of Housing and Urban Development (HUD) intends to award a sole source contract under NAICS 531390 to:

Hanley Wood Market Intelligence (555 Anton Blvd. Ste. 950, Costa Mesa, CA

92626-7001)

The authority permitting a sole source acquisition is FAR Part 13.5 –Simplified

Procedures for Certain Commercial Items (FAR Part 13.501 – Special

Documentation Requirements).

The Department of Housing and Urban Development has an ongoing need for quality reliable data on home sales and pricing. The data required by HUD is used by PD&R to analyze, predict, and plan for future housing trends throughout the country. Because of the need for timely and specific data, HUD must have information on residential home sales, including pricing, that identifies transactions to specific levels of geography. PD&R economists and researchers will utilize the data to produce reports for public distribution which has historically impacted planning, investments, and construction where they are needed most and provide the most benefit to the nation. Understanding sales trends in various communities will permit HUD to produce timely usable data to further its mission and move towards proactively addressing future housing needs.

According to preliminary market research, Hanley Wood is the sole provider for informational services via its Metrosearch Online tool that satisfies the requirement and meets the minimum data requirements listed below.

Minimum Data Requirements

At minimum, the data source must meet the requirements:

1. Home prices for new, regular resale, Real Estate Owned (REO) and existing homes

2. Home sales for new, regular resale, REO and existing homes

(MSA), State and National

4. New subdivisions - # of units, price, square footage and lot size

5. Product by type – single family residential, townhomes, and condominiums

6. Data needs to be updated at least on a monthly basis

7. 50 licenses to access and use the data

8. Data must be web based and available on-demand

The contract will consist of a base plus four option years.
