About this file
This document appears to be Attachment 0009 containing questions and answers related to a Request for Proposals (RFP) for the AI Talent 2.0 On Ramp contract opportunity. The key details are:
The contract will establish multiple Basic Ordering Agreements (BOAs) for AI talent services available to the Chief Digital and Artificial Intelligence Office (CDAO), Department of Defense (DoD), and the entire U.S. Government. The original BOAs were awarded in FY23 with a 5-year ordering period, but this on-ramp will have a shorter ordering period. Vendors can choose which of the 25 labor categories they wish to recruit for, and roles may be hybrid, full-time in-office, or remote. Travel is typically required but minimal. There is a two-phase submission process, with Phase 1 due on June 14th and Phase 2 having a 10-calendar day timeline after being invited. This is a commercial acquisition, and no specific start date has been provided.

Attachment 0009 RFP Questions 4
1. Please confirm the start date of contract performance Start date of the BOA will be determined after evaluation of phases 1 and 2 are complete, this will likely be sometime in FY25. The BOA does not obligate the government, it is merely a vehicle in which BOA holders will compete for requirements.
1. Please confirm period / length of contract performance The original BOA’s (31 vendors) for AI Talent 2.0 were processed in FY23 with an ordering period of five years. The on-ramped vendors will have a shorter BOA as the original AI Talent 2.0 BOA’s cannot surpass the five years. Therefore, the last date an order can be placed on AI Talent 2.0 is 05 May 2028.
1. In attachment 0003 there are 25 labor categories. Can vendors choose which labor categories they will recruit for or do you require a vendor to recruit for all 25 categories. In attachment 003 the roles of Product Manager and Cybersecurity Analyst (GRC Analyst, Threat Intelligence Manager etc.) and Risk Manager are missing, which I believe is an oversight. Are you going to add?
These are just for reference/sample. Don’t worry about the specific roles at this time as those roles will be spelled out during each individual competitive solicitation/requirement. There is no role of recruiting until you become a BOA holder and are sent requirements. All requirements are competed amongst eligible BOA holders.
1. Can you confirm location of roles at this stage (hybrid, remote, in government office, in contractors office), or will they be unique for each role This varies, but majority of the time it will be hybrid and or full time in office.
1. Will travel be required for these roles?
This varies, but is typically required, but it is generally minimal.
1. Submission 1 is due 14th June, when is Phase 2 submission final deadline There is no set deadline for Phase 2 as Phase 1 will need to be completed first. As stated in 5a of the questionnaire, “After Phase I is complete and offerors are invited to Phase II, submission dates will be provided. Please note, Phase II will have a 10-calendar submission timeline.”
