14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

The purpose of this amendment is the following:

To answers questions the Contracting Specialist received via email.

Questions for solicitation 1282B125R0007 R1 Road Maintenance and other Forest Maintenance/ Support Services

1. If the pricing is bid at $X for the base PoP, is that price utilized just for bid determination on all the work in this order for that task and would that then be the set price per mile on future work orders? Or are future work orders specifically priced per mile depending on the work that is required for that work order? The concern is setting the base PoP for surface maintenance per mile yet there are different factors such as more or less brush to clear or more or less ditches to clean in different areas. Concern is that the work will vary and want to be sure price reflects that.

So if a specific $ per mile has to be listed as the base PoP, should that be considered the highest possible cost per mile? Further clarification on the pricing aspect would be helpful.

A: The purpose of the pricing at the IDIQ level is to ensure contractors are capable of effectively formulating fair and reasonable prices, however, the pricing received for this contract will not be established as the Not-To-Exceed Price, rather the contractors will be encouraged to establish pricing at the task order that is fair and reasonable and competitive upon submission for task order work. The Government will anticipate that upon receipt of specific project information at the task order level contractors will formulate pricing that is fair and reasonable.

Contractors are welcome to make assumptions and list their assumptions on their proposals.

Additionally, the contractor must price the base and subsequent options. The period of performance is clarified below.

2. Additionally, for the past performance evaluations, is it acceptable to request evaluations from CO's for work done on other solicitations and IDIQ contracts that same/similar work is being delivered? Meaning evaluations of performance by the officials on other similar government contracts?

A: Yes

3. DO we need the workforce certificate if we are not using any h2b workers or mspa workers?

A: NO

4. Do we need to provide pricing for every region or just the one we are interested in?

A: Just the Zone you are interested in doing work in.

5. Is this project tax exempt?

A: Standard federal tax exemption applies to this procurement.

6. Is pricing required on page 2 of the SF 1149?Or is pricing ONLY required on ‘attachment 2 R1RM_SOI_MATOC_PROPOSAL_2025?

A: Please list pricing on Attachment two.

7. Confirm that contractors don’t have to provide pricing for all three ‘regions? (Idaho Zone West Zone, and East Zone) A: Provide pricing for the zones you would like to work in. Mark on attachment 4 what Zones you would like to work in.

8. In an effort for each contractor to have comparable pricing would it be possible to get a little more information on the line items that we would be submitting prices for on this proposal?

9. Surface Maintenance:

Can we get an estimate of the conditions of the road(s)? https://casoilresource.lawr.ucdavis.edu/gmap/ ie: Gravel or native, ditches, culverts (how many), length of and width of roads etc If there is more than one road, how far apart are they and how long are they?

How many slide areas to deal with?

What is the traffic volume?

What time of year are the road(s) accessible for maintenance?

A: Please see question Number 1 and answer. This parent contract does not have specific tasks at this time. The successful bidder(s) will be asked to bid on specific task orders for specific tasks.

10. Roadway Vegetation:

Would these roads be considered light, medium or heavy as far as amount of vegetation?

What types of vegetation are present?

11. Hazard removal:

How many trees are there per mile on average?

What is the average size of hazard trees?

We realize it might be hard to estimate trees per mile, would it be possible to give a price per hazardous item removed or 6 trees per mile for example?
