About this file
This document is a Sole Source Notice from the Uniformed Services University of the Health Sciences (USU) regarding their intent to award a sole-source, firm-fixed-price contract to QuickSeries Publishing Inc. for a DMEC Bioethics Mobile Application renewal. The renewal includes Core Apps (iOS & Android), Web-Based Admin Portal, Authoring Tool, Checklists, Event Schedule, News Module, PDF Library, Resources, Video Library, Welcome Message, eGuide Library and DMEC Bioethics eGuide. The anticipated period of performance is three years (one base and two option years). USU justifies the sole-source award by stating that renewing access to the Bioethics Mobile Application via QuickSeries will allow DMEC to fulfill the requirement set forth in DoD Instruction 6025.27 for a DoD Healthcare Ethics Portal. Additionally, USU has utilized the Bioethics Mobile Application by QuickSeries for the past three years, and switching applications would cause a significant loss of information already stored in the existing app. USU is providing this notice in accordance with FAR procedures, and is accepting capability statements, proposals or quotations from responsible sources by 2:00 PM EST on Tuesday, April 23, 2024.

Sole Source Notice
The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda.
The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services.
Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract to QuickSeries Publishing Inc. for a DMEC Bioethics Mobile Application renewal. The renewal includes Core Apps (iOS & Android) & Web-Based Admin Portal, AuthoringTool, Checklists, Event Schedule, News Module, PDF Library, Resources, Video Library, Welcome Message, eGuide Library and DMEC Bioethics eGuide. The anticipated period of performance is three years (one base and two option years).
Intended Recipient: QuickSeries Publishing Inc. 5100 NW 33rd Ave STE 247, Fort Lauderdale, Florida 33309-6375
Sole Source Justification: Renewing access to the Bioethics Mobile Application via QuickSeries Publishing Inc. will further the mission and responsibilities of the DoD Medical Ethics Center (DMEC) as it will allow DMEC to fulfill the requirement set forth in DoD Instruction 6025.27 Sect. 5. This section directs the development and maintenance of a DoD Healthcare Ethics Portal that will serve as a centralized resource for healthcare ethics information and is capable of receiving inquiries and requests for consultation. Additionally, USU has utilized the Bioethics Mobile Application by QuickSeries for the past three years. The application is already constructed and deployed on both the Apple and Google portals using QuickSeries' proprietary technology. Switching applications would cause USU to lose all access to the Bioethics content that is already stored in the Bioethics app. This loss of information would be a significant detriment to all of the military medical providers and researchers across the MHS who are presently reliant on these Bioethics materials. The DMEC Bioethics Mobile Application renewal will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
