About this file

This document is a Questions and Answers (Q&A) document for a Temporary IT Programmer Request for Quotation (RFQ) issued by the Maryland State Department of Education (MSDE). The contract seeks a temporary IT programmer to work on the MARS system and Orchard project, with a defined contract term from March 14th, 2025, to February 28th, 2026. The position requires a vendor geographically located in the USA, working during normal business hours (7am - 6pm), with weekly status updates and collaboration with the MSDE technical team. The project involves working with a technology stack including .Net, JSON, Web API, MySQL, and Azure DevOps, and will utilize ASP.NET MVC architecture.

The RFQ specifies a total budget of $50,000 for hourly-paid services, with payment not tied to deliverables. The vendor is not required to purchase software, and the contract will be awarded based on the lowest bid after meeting minimum requirements. Candidates with a Web Accessibility Specialist (WAS) certification will be given priority, though the certification is not mandatory. The contractor will have full access to the Orchard system's source code and will collaborate with MSDE team members including a project manager, business analyst, testers, database manager, and help desk. Interviews will be conducted in two rounds, both virtually and in-person, with only one resume submission allowed per candidate. MSDE does not intend to extend the temporary services beyond the initial contract period.
