About this file

This document contains questions and answers related to a Request for Response (RFR) from the Massachusetts Department of Youth Services (DYS) for the provision of comprehensive optometry services to youth in DYS custody at all DYS facilities across the state. The RFR seeks proposals for a Memorandum of Agreement (MOA) with an initial duration of three years and up to five additional one-year renewal options. The questions cover topics such as the coverage of 55 DYS facilities, the availability of language translation services, vision screening data, and the potential for a mobile clinic approach.

The RFR does not provide any compensation for the provision of prescription eyeglasses, as all expenses must be submitted to MassHealth. There is no information provided regarding any set-asides, incumbents, or specific funding sources and amounts. The document focuses on addressing the logistical and operational considerations for the delivery of optometry services to the DYS youth population across the state.

RFR DYS POS 2017-02

Massachusetts Licensed Optometrist/ Optometry Programs

QUESTIONS AND ANSWERS

The following questions were submitted to DYS electronically:

Q: Is the expectation that the 55 DYS facilities will be covered by optometry services individually, or is there a central location (or locations) in each region where the incarcerated youth go to on a daily or weekly basis at which the eye care could take place? If so, how many of those locations are there? If not, how close in proximity to each other are the facilities?

A: Please find a list of cities where the DYS programs are located as “attachment one- DYS programs by location”.

Q: On average, what percentage of the DYS youth speak English? Would there be a translator available if necessary?

A: Over 90% of DYS youth speak English. DYS can provide interpreter services, if needed however.

Q: What is the failure rate of the youth who are given vision screenings by the DYS staff?

A: Unfortunately we don’t have data on DYS youth vision screening. Until recently all youth at DYS received routine eye examinations. DYS implemented a vision screening program in May, 2016.

Q: Mass Health glasses can sometimes have a large lag time. Is there an opportunity for bidding agencies to manage the glasses differently where they could obtain reimbursement by DYS for prescription eyeglasses provided (that were not Mass Health)?

A: There is no compensation available from DYS. All expenses must be submitted to MassHealth.

Q: If a bidding agency could provide eye care on a mobile clinic. Would there be parking available at the sites enabling the youth to be treated at the mobile clinic? Would there be a provision for gas reimbursement?

A: Yes, a mobile van could be accommodated at the locations where there are multiple programs.
