About this file

This file contains clarifying questions and responses related to an RFQ for a marketing survey and customer service initiative issued by the City of College Park. The project focuses on conducting a customer service survey for the City's Utility department, which serves approximately 10,000 utility customers. The survey will target a single location and is designed to gather feedback on customer experiences, identify service gaps, and develop strategic recommendations for improvement. The project timeline is expected to span 3 to 6 months from contract execution to final deliverable submission. Deliverables include a comprehensive survey report, strategic recommendations based on data analysis, training materials for frontline staff in virtual format, and a strategic framework for ongoing experience management that includes implementation timelines and budget considerations. The City requests responses in a specific format including background information, previous experience, staffing details, and resumes, with a detailed cost breakdown rather than a lump sum quote.

The project budget ceiling is not to exceed $10,000. The City has identified key challenges including staffing and technology limitations that may hinder implementation of recommendations. Survey participants will be utility customers, with contact information available for 75% to 93% of the customer base via cell phones and emails, along with engagement through the City's Facebook platform. The City currently has no official customer experience measurements or historical survey data for benchmarking purposes. Data ownership will remain with the City of College Park. The Communications Department will manage any social media engagement and data collection activities. The City has not conducted previous internal assessments of customer service processes and seeks recommendations focused on improving convenience of service delivery, reducing service costs, and enhancing transparency of information to achieve a satisfied customer base.
