About this file

This Questions and Responses document pertains to Project No. TCSG-398, a Georgia Quick Start EV Training Center in Bryan County, with the Georgia State Financing and Investment Commission (GSFIC), the Technical College System of the State of Georgia (TCSG), and Georgia Quick Start as the requesting agencies. The project involves design professional services for a training facility that will provide Quick Start technical training using small-scale simulations of various production-related technology and processes. The facility will require multiple classrooms and labs along with significant open, flexible, high-bay space designed to accommodate portable workstations that can be reconfigured as training needs evolve. The design must support the installation and removal of equipment such as car chassis, robotic cells, mechatronics arrays, cranes, and conveyors, and include designated areas with appropriate safety conditions for hazardous chemicals and high-voltage products, though large quantities of charged high-voltage batteries are not anticipated for storage.

The design professional firms should demonstrate sustainability capabilities meeting at least the Georgia Peach certification baseline of three peaches or greater, with potential for enhanced sustainability features including mass timber construction, alternative energy sources such as solar or geothermal systems, energy modeling, water conservation and reclamation systems, and design elements promoting human wellness. TCSG will provide technical specifications for all training equipment, materials, chemicals, pressurized gases, venting requirements, and utilities that exceed baseline building operations. The civil engineer is anticipated to coordinate traffic considerations with the Georgia Department of Transportation (GDOT). No specific response dates, pricing information, incumbents, or contract terms are detailed in this questions and responses document.

Questions and Answers

TCSG-398-DP
Project No. TCSG-398
Quick Start Training Center
Bryan County

1) It is our understanding that several other Quick Start facilities have required or desired a greater level of sustainability compared to the base line Georgia Peach certification. Can you please provide clarification as to the ultimate sustainability goals for the project? Response: The current sustainability goals include 3 peaches or greater under the Georgia Peach program. Firms should provide evidence of their capabilities in sustainable design beyond the Georgia Peach requirement for additional sustainability requirements that may emerge during the programming phase. Such design elements may include, but are not limited to mass timber, alternative energy sources (solar or geothermal), energy modeling and enhanced conservation measures, water conservation and reclamation, and enhanced interior and exterior environments promoting human wellness.

2) Can you please clarify if the facility will be limited to simulated assembly classroom/lab type training or is the intent to develop full scale manufacturing assembly line labs for the facility? Response: Quick Start technical training will mainly include small-scale simulations of various production-related technology/processes. The training center will require various classrooms and labs, but will need significant open, flexible, high-bay space appropriate for assorted portable workstations that can be changed out and reconfigured as needed. Although we don't envision extensive arrays of production-scale equipment, we need to have the required access, utilities, structural support, etc. to accommodate the installation and removal of items like car chassis, robotic cells, mechatronics arrays, cranes, conveyors, etc. as needed over time as training requirements evolve.

3)Can you please elaborate on the quantity of intended battery storage for the facility, or any other general information about battery production or storage? Response: - Storage of large quantities of charged high-voltage batteries isn't anticipated, but we will have to designate certain areas with appropriate safety conditions required for hazardous chemicals and high-voltage products. The scope of requirements for the Battery JV hasn't been defined yet, but we will be able to provide technical requirements during initial programming exercises.
4)Please provide definition as to the limits of the basic design services that will be required for training equipment such as assembly lines, robotics, chemical storage, gas piping, mechanical and electrical support, etc.? Response: - Quick Start plans to provide the technical specifications for any equipment, materials, chemicals, pressurized gasses, venting requirements, utilities, etc. that will be required for training purposes and that will exceed the baseline utilities/HVAC/water/sewar etc. one might expect for general building operations (eg., classrooms, administrative areas, public spaces, etc.).
5)Who will coordinate traffic with GDOT? Will this be handled by the civil engineer? Response: We anticipate the civil engineer may need to engage with GDOT.
