About this file
The document is a Questions Request Form for a VA contract opportunity (Solicitation Number 36C26325R0054-1) for an AE Update Life Safety Drawings project. The solicitation involves detailed evaluation criteria for architectural and engineering services, with a specific focus on professional qualifications, specialized experience, technical competence, and past performance for work at the Minneapolis VA Medical Center Campus. The primary disciplines required include Fire Protection Engineer, Fire Protection Technician Staff/CAD Drafter, Cost Estimator, Project/Program Manager, and Architect.
Key evaluation factors include demonstrating expertise in NFPA codes, VA Fire Protection Design Manual, and IBC standards, with preference given to firms with in-house expertise and recent VA project experience. The solicitation emphasizes the importance of providing comprehensive project examples completed within the past four years, detailed personnel qualifications, capacity to perform work, and commitment to utilizing service-disabled Veteran-owned and Veteran-owned small businesses as subcontractors. The evaluation will consider factors such as geographic proximity, technical competence, past performance, and the ability to manage complex VA healthcare facility design projects.

1.
Since there is no design work to be performed, we think that most of the disciplines listed in Evaluation Criterion A. Professional Qualifications are not actually needed, such as Architect, Mechanical Engineer, Structural Engineer, Electrical Engineer, Cost Estimator, Commissioning Agent, and Construction Manager. Having performed this scope for many VAMCs (including entire VISNs), we think everything can be handled by fire protection engineering and fire protection technician staff. Please confirm your agreement.
