Questions on NOFO: Countering Wildlife Trafficking in Central Africa Combat Wildlife Trafficking in South Asia Opportunity # SFOP0005759SFOP0004254 March – April 2018May 20, 2019
1. Are intergovernmental organizations (e.g., WENs) eligible to apply for this grant opportunity?The solicitation states “Central Africa is a hot spot for poaching and trafficking illegal wildlife and products such as ivory, pangolin scales, African grey parrots, and primates. In order to help dismantle the criminal organizations trafficking in these illegal products and reduce wildlife trafficking in the region, INL seeks to support counter-wildlife trafficking projects in Central Africa including Angola, Chad, Cameroon, Congo (Brazzaville), Congo (Kinshasa), Nigeria, Equatorial Guinea, and Gabon.” If a proposal includes activities in one or more of these countries, is it permissible to also include activities in an additional, unlisted country, to further support INL’s objectives?
Answer:
INL will not consider activities outside the listed countries in the NOFO if proposed by an applicant. However, I would highlight that the NOFO has been revised as of 5/14/2019 and the country list is now: Angola, Chad, Cameroon, Central African Republic, Congo (Brazzaville), Congo (Kinshasa), Nigeria and Gabon.
U.S. or overseas-based non-profit/non-governmental organizations (NGOs) having a 501(c)(3) status with the IRS and U.S. or overseas private/state institutions of higher education are eligible to apply for this grant opportunity. Since intergovernmental organizations do not meet these requirements, they are ineligible for this funding.
Are forensic science programs eligible to apply for this grant opportunity?
If the proposing organization is a U.S. or overseas-based non-profit/non-governmental organizations (NGOs) having a 501(c)(3) status with the IRS and U.S. or overseas private/state institutions of higher education, then it is eligible to apply for this grant opportunity. However, INL will prioritize proposals that incorporate activities to benefit two or more nations in South Asia. In addition, the proposed program should aim to accomplish all three of the following goals:
Increase South Asia’s desire and ability to CWT as source, transit, and destination countries;
Improve South Asia’s will and capacity to investigate, arrest, prosecute, convict, and sentence to the fullest extent of the law the criminal organizations that perpetrate wildlife trafficking, especially the leaders of those organizations;
Advance South Asia’s abilities to CWT in one or more of the following areas:
strengthen legislative frameworks;
enhance law enforcement and investigative capabilities;
develop prosecutorial and judicial capacity; and/or support cross border law enforcement cooperation at the provincial, national, regional, and international levels.
Could you please provide the online link source on HOW TO APPLY so that I can prepare my application package and submit it online to INL.
This opportunity is posted on SAMS Domestic ( HYPERLINK "https://mygrants.service-now.com" https://mygrants.service-now.com) and HYPERLINK "http://www.Grants.gov" www.Grants.gov. Applications may be submitted via SAMS Domestic. Comment by Washington, Najar D: The NOFO states that applications should be submitted via SAMS Domestic. I just want to avoid confusion, so I revised the word from “may” to “must”.
If users are experiencing difficulties on SAMS Domestic obtaining a user login or completing the registration process, please contact ILMS Support at 1-888-313-4567 or log a ticket via the ILMS Self Service Portal at: HYPERLINK "https://afsitsm.service-now.com/ilms/home" https://afsitsm.service-now.com/ilms/home.
Is there a page limit for items 7-15 in the list of required documents for the applications (page 18-19 in the NOFO)?
No, there is no specific page limit for items 7-15 in the list of required documents. However, we respectfully request that applicants please use judgment on reasonable application length.
If multiple organizations apply together, does each organization separately have to meet host country registration requirements for each of the target countries or is it adequate for the lead organization for work in a particular target country to meet the registration requirements? In other words, can one organization be registered in Country A, while its partner organization is registered in Country B and Country C.
Some countries require NGOs to either register with the government or submit certain paperwork in order to work in that country. Therefore, for INL funding opportunities, applicants must be able to comply with local regulations for legally operating in-country. Because the requirements vary depending on the country, it is incumbent upon the applicant to ascertain what is required by the countries in which they are proposing to work. Sub-grantees must comply with the same rules as the prime, including country registration and office presence.
