About this file

The document is a set of questions and responses related to a grant application for the "Invisible Wounds of War Training Initiative" by the Massachusetts Department of Veterans' Services. The key details include:

The grant application seeks to enhance an existing program to provide training in evidence-based treatments for PTSD to civilian subcontractors. There are questions related to the submission of a one-page CV for key personnel, the process for certifying the percentage of veterans on staff, and the provision of a sample template for a "copies of authorization" form. The grant agreement document also includes questions on the confidentiality of personal information and the intellectual property rights for any materials developed using grant funds.

Pricing terms, set-asides, and funding sources are not explicitly covered in the document. The focus is on clarifying the application and reporting requirements for the grant program.

Question SubjectQuestionResponse
Response Form Question 4a:Do you have a sample one-page CV requested for key personnel? We have created one but PhD/MD CVs are significantly longer. A template would be helpful to ensure we have the necessary information. Please submit your own document
Response Form Question 4b:What is the process for certifying documentation representing the percentage of veterans on staff at Home Base?A sworn statement from the Bidder with the information is sufficient.
Response Form Question 5Please provide a sample template of a "copies of authorization" form for our reference list. Please submit your own document.
SDP Form 1 question:SDP Form: We greatly prioritize diversity. Unfortunately, the IWWTI grant asks for delivery of training in evidenced based treatments (EBT). To achieve this, the subcontractors we will hire are civilians with specialized training and expertise in EBTs for PTSD and we will not be able to directly hire minority subcontractors. We want to make sure this will not disqualify us from the RFP. Please adviseThe SDP requirement is not restricted solely to personnel or subcontractors providing the training. The Bidder may allocate administrative costs to the SDP plan (i.e. office staff, supplies, janitorial services).
Grant Agreement Document Section 4.6 question:Section 4.6 Confidentiality: We will not be using protected health information in this study; however, it is unclear to us what constitutes “personal information” or “data”. Can you please define what qualifies as personal information and data? In the proposal, therapists trained by us will be given the option of placing their name on a referral list. Would this confidentiality section prevent this?Personally Identifiable Information, or anything contained in the HIPPA.
Grant Agreement Document Section 4.8 question:Section 4.8: The office of general counsel at MGH is very concerned by the language in this section. It is highly unusual for MGH to cede all intellectual property rights to a Grantor. This clause will limit our efforts at training and serving veterans. For example, the program of training we are proposing includes educational webinars for military spouses, which will be placed on our Training Institute website. All videos on our website are accessible nationally, for free to health professionals, first responders, and other learners committed to working with service members and their families. Under the current language of Section 4.8, we would have to seek consent from DVS before being able to provide this content. This is one of many limitations posed by the language in this section. Therefore, we will be submitting an amendment to this section that will offer a license agreement to the Commonwealth, without ceding full control of IP rights, publications. Please let us know your follow up concerns with amending section 4.8 to ensure our amendment addresses your concerns. This section would apply if the Bidder were to use grant dollars to create, or develop a program solely for the purpose of the grant. Since the IWWTI grant seeks to enhance an existing program, this may not be applicable.
