QUESTIONS FOR UPFIT SOLICITATION:
1. Is there an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.
a. Previously we Region 3 has had UNICOR prison systems completing the upfits. In Region 5 the Forests contracted the upfits so there were multiple vendors
b. In Region 3 the contractor that performed the work for the FY20 upfit was FedHarmony
2. If this is a follow-on requirement, could you please provide the previous contract or task order number?
a. This is not a follow-on requirement. This is a new BPA consolidating Region 3 and Region 5 using 5 different locations to be serviced
3. Can we only bid for Region 3, Phoenix AZ?
a. Yes
4. Would the warranty location be the Phoenix office, the whole state, or the any of the regions the vehicle is assigned to?
a. Warranty location will be for the areas selected on the bid. For instance, if a bid were awarded for the Phoenix location the warranty location would be in Phoenix. If Albuquerque location completed the Upfit then Albuquerque would be the warranty location. If a vendor is awarded agreements in multiple locations and can perform the warranty in those locations that would be acceptable as we..
5. Is the contractor allowed to drive units to and from the drop off location?
a. We would prefer that they be transported wheels up. We might entertain a maximum of 150 miles on the odoemter
6. Item 2:
In the first sentence the specifications call for “Two red L.E.D. warning lights, with mounting flanges” Then in the third sentence it calls for “Dual color (Red/White) SoundOff mPower 7X3 on larger grill vehicles and mPower 4X2 on smaller grill vehicles or equivalent shall be installed.” Is this meaning that there should be Three (3) lights installed in the grill (lower zone A) or are the “Two red L.E.D. lights in the first sentence supposed to be “Dual color” and not just “red” as it is listed in the beginning.
a. There are 2 LED lights in the grille area. They are meant to be dual colored (red and white) that when in emergency light operation they are flashing in a triple flash pattern. When the white scene lights on the overhead light bar are turned on they become white as well
7. Item 5:
This states that the “Aft Lower Zone C Warning Lights: Truck/SUV - Two dual color (red/White) L.E.D. warning lights, with mounting flanges, shall be provided on the front corners of the vehicle, side facing, one per side.” The Aft Lower Zone C is at the rear of the unit but this states to install at the front which is already covered under Item 3, are these supposed to be installed at the rear sides?
a. Yes, there will be emergency lights located at the front and rear sides of the units. They will be dual color red triple flash pattern that turn to white when the alley light on the overhead is illuminated. Example when the left alley is lit the front and rear side facing lights will be illuminated.
8. Since this will be a Five (5) year contract will there be an annual adjustment period to update prices due to rising cost? Or do we have to build into our original bid what we feel would be a “5 year” average by forecasting what we feel our costs would be by the fifth year.
a. Yes there will be an annual adjustment period
