QUESTIONS FOR THE RIPSA SIR

1. J001 Preliminary Program Requirements for RIPSA – Section 3 – Requirements – 3.2 Annunciator/Field Lighting System (FLS) Requirements - At what point in the proposal submission process does the FAA intend to provide the interface control specification documents for all GFE aspects of the program?

No. The FAA does not intend to provide an ICD during the procurement phase of this program.

1. RIPSA SIR Final - Section L - L.3.1 Volume I: Technical Proposal - Table 7: Technical Proposal Structure - Volume I, Factor A - Does the 35 page limit apply to each individual proposed technical solution from a vendor who proposes multiple solutions or would the page limit increase for bidders providing multiple technical solutions?

An Offeror proposing multiple technological solutions should submit a separate proposal for each technical solution that complies with the requirements of the SIR.

1. Attachment J001 – 1. Concept of Operations - States the vendor system must detect occupancy status of the runway(s) under surveillance, and provide position and vector information for all aircraft and vehicles on the runway. However in each airport specific use case there is a "RIPSA area of interest" defined which only covers a small amount of area on the airport surface. Can the FAA please clarify if the system is required to surveil and detect aircraft and vehicles on the entirety of the runways or only those portions depicted as being in the "area of interest".

The Offeror’s proposed technology solutions must surveil and detect within (at a minimum) the designated RIPSA areas of interest for each airport

1. If already present, can the FAA provide a list of any airfield lighting equipment currently installed at each of the selected airports? If there is currently installed airfield lighting equipment, is the expectation that the Vendor will interface with the existing equipment or provide new equipment for the purpose of the Pilot?

No – The FAA will not provide the list. The airfield lighting vendor(s) must meet the Field Lighting System (FLS) requirements as specified in the SIR. The vendor is to provide new equipment to indicate the status of the runway to the pilot.
