About this file
This is a questions and clarifications document related to RFP LB-2739 for robotic milking units submitted to the University of Wisconsin Platteville's Purchasing Services Department for Pioneer Farm. The project involves the procurement and installation of two robotic milking units capable of milking at least 60 cows at least twice daily, 365 days per year. The university seeks clarification on three primary technical and operational matters: the capability to export raw infrared spectrum data from milk analysis equipment for research purposes, specifically absorbance values from spectrophotometer wavelengths prior to preprocessing; the collection and storage methodology for non-saleable milk from treated cows, including whether separate tank storage with refrigeration capacity is required for milk destined for the calf pasteurizer; and confirmation of a pre-award site visit to assess structural modifications, generator sizing requirements, and other specification details. The university confirmed approval for an additional farm visit prior to Thanksgiving to accommodate the vendor's builder for on-site assessment and planning.
The document does not address pricing terms, set-asides, incumbent information, funding sources, or other financial considerations. The responses provided indicate the university's willingness to accommodate vendor site visits and technical discussions to refine project specifications prior to final award. The clarifications demonstrate that the university prioritizes research capabilities through raw data access and operational considerations regarding milk handling and storage to ensure compliance with food safety and animal nutrition protocols at Pioneer Farm.

Questions for RFP LB-2739
1. In section 7.5.3, the RFP asks if the milking system can export “milk infrared spectrum” data. Could you please provide a clarification what data UW-P is looking for from this analysis?
For units that have in-line analysis of milk sample composition (i.e. fat and protein), we are interested in using the absorbance values of the wavelengths captured by the spectrophotometer in research. Ideally, we would get “raw values” of the data before any pre-processing procedures are applied, especially to work with the vendor to develop prediction tools for other traits/outcomes that they can implement on their machines
1. In section 7.1.4, the RFP asks if the milking system can collect and store non-saleable milk from treated cows, etc. Does UW-P want to collect this milk in a separate tank, as opposed to plastic buckets? If the answer is yes, does this tank need to provide refrigeration of the non-saleable milk? This will impact the project peripherals, so we wanted to be sure of this.
The non-saleable milk would be collected for use in the calf milk pasteurizer to be fed to the calves. If this milk is collected over an extended period of time (relative to how we collect the milk in the parlor from treated cows over a shorter period of time), then we would be looking for a way to be able to store the milk so as not to increase the bacterial load before pasteurization.
1. We would like to request another visit to the farm before the Thanksgiving holiday, to bring in our builder to spec out any structural changes we are proposing, to determine the size of the generator the dairy requested, and a few other items. Would that be possible?
Yes, please set up an appointment with the farm manager
