About this file

This is a Questions and Answers document for RFI respondents related to the National Library Service for the Blind and Print Disabled (NLS) Digital Talking Book Machines (DTBM) market research initiative (2027-NLS-0001). The document does not address specific required products or services but instead poses strategic questions to potential offerors regarding pricing adjustment mechanisms for a future Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

The five questions solicit feedback on optimal pricing adjustment frequencies (annually, biennially, or at specific contract years), appropriate benchmarking methodologies for price changes (including Bureau of Labor Statistics Producer Price Index, Consumer Price Index, real cost documentation, or engineering change justifications), whether adjustments should apply uniformly across all deliverables or selectively to certain items, identification of components at higher risk for price fluctuations, and applicability of adjustments to services including firm fixed-priced software development sprints and non-warranty repair services. This RFI is purely market research and does not constitute an official solicitation; no contract will be awarded, expenses will not be reimbursed, and all draft attachments and responses are preliminary with no guarantee of incorporation into future solicitations. The Library of Congress is conducting this market research to better understand manufacturing, sourcing, shipping pricing, and market factors affecting DTBM production and delivery.
