SUPPLEMENTAL HOUSEKEEPING SERVICES

QUESTIONS AND ANSWERS

1. What is the square footage that require stripping and waxing? Approximate square footage for each flooring type is as follows: These totals are all inclusive of all outlined areas and are subject to change without notice to accommodate government construction projects/ renovations.

2. What is the carpet square footage? See #1

3. What is the average cost of equipment and supplies per year? Contractor will be responsible for supplies and equipment, except those identified in the PWS to be provided by the Government. Cost will depend on the contractor’s own acquisition cost and use. Government current cost not relevant.

4. Do you have an average number of visitors/patients per year? KCVA is a multi service and location facility. No real way to describe patient encounters in a manner that is meaningful to the contractor as they are largely responsible for common areas where traffic isn’t monitored or controllable.

5. How many employees are in each building on a daily basis? The staffing needs of the areas is up to the contractor to determine outside of the predetermined requirements in the PWS, section 9. This contract is to supplement current short falls so the government’s current staffing is not a measure of anything.

6. Will the janitorial company have parking privilege? No. Contractors will be subject to existing facility parking guidelines.

7. Could you help identify Paragraph 1.1.2 in the PWS? Throughout the PWS, chemicals and supplies that the gov’t will provide is discussed, but the paragraph doesn’t exist. I do see Appendix A titled Approved Cleaning Chemicals and then upon opening it, the tab reads VA Cleaning Supplies Provided – but I would like to clarify as this could affect our bid? Government will supply hand soap and hand sanitizer for all wall mounted dispenser systems as well as expendable paper products for use in restrooms such as paper and feminine hygiene products.

The PWS has been revised to include Paragraph 1.1.2. Appendix A – Approved Cleaning Chemicals has also been revised.

8. All floors what is the frequency and maintenance of the floors? See PWS. Frequency and method to be determined by contractor.

9. Bldg 6/warehouse offices what are the expectations? Quarterly or every 6 months. See PWS for desired outcome. Frequency and method to be determined by contractor.

10. All tampon dispensers…Are tampons going to be supplied from EMS or are they to be contract purchased by contractors? See #8

11. Are step ladders for High dusting and light dusting going to be provided or will they have to be purchased by contractor? No equipment to be provided. Contractor provided ladders must meet government safety standards. See KC VAMC Ladder Safety Memo.

12. Requested Supply list of all chemicals and supplies used in facilities? Supply list provided.

See Appendix A – Approved Cleaning Chemicals.

13. Will Executive Order 14026 apply to this contract? Yes. Service Contract Act WD: 2015- 5105, Rev 19, Date of Last Revision: Dec 27, 2022, will apply to this requirement.

14. What Certifications are required for Federal Contractors to work in a federal facility? On boarding will consist of standard background checks and credentialing all employees are subject to in accordance with the PWS. As far as certifications, training and certification needs are outlined in PWS sections 9.3 & 11 adjusted to allow 12 months to obtain industry cert outlined. (This is in line with industry practice and would give the contractor the base year to obtain someone with the certification).

15. Linen management? Who will be responsible for maintaining linen to be cleaned? And how will it be managed. Government will provide and launder all reusable linens. All disposable products to be provided by contractor including lint-free flat mops and disposable wipes.

16. Layout/blueprint of areas to be cleaned? Layouts provided.

17. Equipment requirements and if contractor is responsible for equipment will equipment list be provided? Equipment requirements are outlined throughout the PWS. Contractor will provide all equipment except for powered floor care equipment.

18. Where will equipment be stored and who will have access? Contractor will be provided ample space for all equipment and supplies with access limited to contractor (and delegates) and limited government delegates.

19. Two-hour time window to respond to call back is for emergency work or all work needed to be provided in an urgent manner. PWS revised to remove the word “emergency”. We do not want to define what is and is not an emergency rather than a two-hour response is needed. See revised PWS.

20. What is "supplemental" housekeeping? The term supplemental in the above solicitation holds the same meaning as that of the dictionary. This requirement will assist the Kansas City VAMC in fulfilling staffing shortages in Environmental Management Service (EMS) department (I.e., Housekeeping).

21. Is there already a prime contractor/Incumbent? If so, what is the contract number? This is a new requirement, so there is not an incumbent Contractor.

22. What is the contract value? This is a new requirement, so there is not a previous contract value to reference. And the Independent Government Cost Estimate (IGCE) is for official use only.

23. The set aside is SDVOSBC...What does the "C" mean? Service-Disabled Veteran-Owned Small Business competition (SDVOSBC).

24. Will there be a site visit? Yes. A Site Visit was provided on January 4, 2023 @9:30 AM CST.

25. Can you please confirm that the "instructions to quoters" is in fact the clause incorporated by reference in Section E.2 FAR 52.212-1? Yes, the "instructions to quoters" is in the clause incorporated by reference in Section E.2 FAR 52.212-1.
