About this file
This is a Questions and Answers document for federal contract opportunity FA3300-26-R-0016, issued by the Air Force for repair of airfield lighting systems at Maxwell Air Force Base (MAFB).
The solicitation (PNQS 25-5418) requires repair of FAA-L824 #8 cable conductors and associated raceways servicing circuits A-1, A-2, A-3, S-1, and PP-2, with work scoped from near the wind-cone on the east side of the main runway to the north approach (ending at coordinates 32°23'19.72"N, 86°22'11.64"W). The prime contractor must be a Small Business located within 100 miles of Maxwell AFB. Proposals are due Monday, April 13, 2026 at 12:00 PM CDT and must include Standard Form 1442 with pricing and Air Force Form 3052 Construction Cost Breakdown. The unit of issue is each (EA), with unit price representing total price. The contract has an anticipated performance period of 195 calendar days after Notice to Proceed, though the contractor may request schedule modifications at the Pre-Construction Conference. Amendment FA330026R00160001 was published April 3, 2026. Progress payments are authorized. Testing to restore functionality requires operational testing with the airfield operations team toggling lights as visual indicators, with no formal documentation beyond site walk-through required. Liquidated damages of $2,834.00 cannot be reduced. Weekend work and contract extensions require case-by-case Contracting Officer approval. Soil conditions will include saturated sand and clay with no rock expected. No grounding report or system audit is available.

Repair AFLD Lighting SYS MAFB
Question # Answer Date
01) Does the Prime contractor have to be within 100 miles?
1A) Yes, the contractor is required to be a Small Business located within a 100 mile radius of Maxwell AFB. 7-Apr-26
02) The Statement of Work does not clearly define whether the existing light fixtures, regulators, transformers, or other devices on circuits A-1, A-2, A-3, S-1, and PP-2 must be completely replaced or if only targeted repairs are required. While the scope explicitly calls for replacing the current-carrying conductors (FAA-L- 824 #8 cable) and associated raceways, it is silent on full component replacement if legacy equipment is found to be obsolete or non-functional during execution. Bringing the systems fully up to current FAA standards could therefore necessitate a total replacement of certain components, as many older parts are no longer manufactured or supported by the original equipment manufacturers.
2A) The intention was to replace the conductors and to make targeted repairs for devices; restoring functionality to the circuits and airfield. Total replacement is a project currently in design so this project will avoid total replacement. Any devices/circuits found to be obsolete and/or un-serviceable shall be addressed on an individual basis and by modification or new contract work. 8-Apr-26
03) Is Standard Form 1442 the only form required to submit a bid?
3A) The SF1442 with proposed pricing and the AF3052 Construction Cost Breakdown are requirements of the proposal. 7-Apr-26
04) Are there any amenments at this point?
4A) Yes, Amendment FA330026R00160001 was published on sam.gov on 3Apr26. Please, review sam.gov for the most current information. 7-Apr-26
05) Section L-3(b) mentions unit price, Is that the total price?
5A) The unit of issue is EA (per the Solicitation) the unit price shall be the total price. 7-Apr-26
06) Section L-3(d) References attachment 03 Air Force Form (AF3052). I do not see it.
6A) The Contract Specialist shall upload another AF3052 to sam.gov. If you are unable to access the published AF3052, please email the Contract Specialist or alternate for an emailed digital copy. (See ATTCH 03) 7-Apr-26
07) Please, verify that Material Onsite payments and work progress payments exist. 7A) Progress payments are authorized. 7-Apr-26
08) Is there a grounding report or system audit? 8A) There is not. (checked with airfield team and electricians) 8-Apr-26
09) Can the contractor request a reduction of $2,834.00 in liquidated damages FAR 52.211- 12? 9A) There will be no reduction of the current liquidated damages assessment. 7-Apr-26
10) May we assume the contract could be extended 6 months, due to unforeseen circumstances?
10A) The contract has an anticipated period of performace of 195 calendar days after receipt of Notice To Proceed. The contract awardee may request/negotiate an alternate PoP schedule during the Pre-Construction Conference, if necessary. 7-Apr-26
11) May the contractor work weekends?
11A) Weekend work request are determined by the CO on a case by case basis.
The contract awardee may request/negotiate an alternate PoP schedule during the Pre-Constuction Conference, if necessary. 7-Apr-26
12) Does the Government provide soil condition and possible underground cluster information for trench lines?
12A)The soils that will be encountered will consist of layers of saturated sand and clay. Expect the soils to be in a near saturated condition.
No rock will be encountered. Please find supplemental paving samples acquired near the control tower that may be found as useful. 8-Apr-26
13) Can the Question due date/time be extended? 13A) No, there shall be no extension to the due date/time of questions. 7-Apr-26
14) Can the Proposal due date/time be extended for 14 days to further exaluate the solicitation and satisfy this requirement?
14A) No, the proposal due date/time of Monday, 13Apr 2026 at 1200 (CDT) shall remain the same. 8-Apr-26
15) Section 1.2.3 replace raceways servicing the above listed circuits. Is this statement meant to include entire raceways from B1047 all the way out to the North approach?
15A)No. Raceways containing circuits addditional to the ones listed shall not be replaced. Supplemental drawings show that the raceways to be replaced start near the wind-cone on the east side of the main runway and continue all the way out to the north approach. Exact coordinates of the last manhole to contain only affected circuits is (32`23'19.72"N, 86`22'11.64"W) the manhole cover lifted and inspected during the site visit is just across the taxiway. 8-Apr-26
16) Section 1.2.4 restore functionality to all airfield circuits. What testing and documentation is required to satisfy this requirement?
16A)Testing of operation with the airfield operations team displaying full control will satisfy this requirement. (i.e. site walk with operations team toggling lights and using the lights themselves as visual indicators of functionality.) 8-Apr-26
