About this file
This addendum, issued by the Florida Fish and Wildlife Conservation Commission (FWC), provides clarifications and answers to bidder questions regarding Solicitation No. FWC 25/26-19 for the production of waterway marker sign panels. The FWC estimates an annual requirement of approximately 1,000 waterway sign panels to be produced and delivered on an as-needed, order-request basis for waterway marker construction and maintenance projects. All bid responses must be received no later than 3:00 PM (ET) on Thursday, December 18, 2025. The addendum addresses six substantive questions from prospective bidders regarding material specifications, production methods, and contract administration procedures, with answers clarifying acceptable material equivalencies and production processes.
Key clarifications from the addendum include confirmation that 3M Diamond Grade 4000 Series (4090 DG3) material is acceptable as an equivalent to the specified Series 3990 VIP material, which has been discontinued by 3M. Digital printing is approved as an acceptable production method. For sign borders and geometric symbols, materials equivalent to or exceeding Series 334/336 (3930 HIP) are required. The FWC will supply awarded bidders with sign graphics and messaging on an as-needed basis with each order request, and bidders must provide layout renderings (proofs) to the Commission for review and approval prior to final production. Any brand meeting or exceeding the specified 5052-H38 aluminum requirement is acceptable for dayboard sign panel construction.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
Will 4000 DG3 Series material be accepted, as 3M has discontinued 3990 VIP material? 3M 4090 DG3 material exceeds the specifications of 3990 VIP Series material
ANSWER #1
The requirement is Series 3990 or equivalent, if the proposed material meets that requirement or exceeds, it will be accepted.
QUESTION #2
Page 13 of 65, Specification 5.1.1, calls for Diamond Grade Reflective Sheeting Series
3990 (white) or equivalent. After speaking with Grier Kirkpatrick, Senior Account
Executive, and Zach Dunmire, Senior Account Executive, both from the 3M Commercial
Branding & Transportation Division, they confirmed that VIP is being phased out (see attached letter). The recommended alternative is DG3 4090, which meets and exceeds the performance of the former VIP 3990. Can the Diamond Grade 4000 Series be used as an approved equivalent?
ANSWER #2
The requirement is Series 3990 or equivalent, if the proposed material meets that requirement or exceeds, it will be accepted.
QUESTION #3
Can all signs be digitally printed—similar to the method used by FDOT—using 3M 4090 with 3M 1170 clear laminate? This would create a single-layer surface with maximum durability, providing a more efficient, longer-lasting solution than layered materials?
ANSWER #3
Digital printing is acceptable.
QUESTION #4
Page 13 of 65, Specification 5.1.3, states that Sign Borders and Geometric Symbols must use materials equivalent to or exceeding Series 334/336. I believe this specification may be referring to 3M™ High Intensity Prismatic Reflective Sheeting Series 3930. Could you please confirm or clarify this requirement?
ANSWER #4
Yes. Sign Borders and Geometric Symbols must use materials equivalent to or exceeding
Series 334/336 (#3930 HIP).

QUESTION #5
Page 14 of 65, Specification 6.1 and 6.2, calls for Dayboard Sign Panels, 5052-H38
Aluminum to construct the signs. Could you please clarify the product code/brand for the adhesive sheeting?
ANSWER #5
Any brand that meets or exceeds the 5052-H38 requirement will be accepted.
QUESTION #6
After the contract is awarded to the winning bidder, would it be possible to submit the artwork for all signs to be reviewed and approved prior to beginning production, or will the artwork be provided directly to the winning bidder?
ANSWER #6
The Commission will supply the awarded bidder with a copy of the sign graphics and specific messaging on as-needed basis with each order request. The awarded bidder will supply the
Commission with layout renderings of the signs (proof) for review and approval prior to final production.
