About this file
This is a Questions & Answers document for RFI-FTB-1516-PBX from the Franchise Tax Board (FTB) regarding a Voice over IP (VoIP) telephone system. The RFI response due date was extended to April 27 at 4:00 PM PT. The FTB plans to review responses and may invite vendors for proof of concept trials later in the calendar year, with a potential procurement process in 2017. The project requires an on-premise VoIP solution to support 7,200 IP endpoints across multiple sites, including six locations on the main campus connected by fiber and remote offices requiring WAN failure survivability.
The current environment includes Dialogic TIMG and Audio Codes endpoints, Cisco Unity voicemail, Genesys CTI platform, and integration requirements with multiple systems including Microsoft Skype for Business, Exchange, Outlook, and Cisco Identity Services Engine (ISE). The solution must support SIP trunking and possibly PRI connections, integrate with existing systems, and provide conference calling capabilities. The FTB explicitly states that cloud-based or hosted solutions will not be considered, as an on-premise solution is required. For security purposes, specific version numbers of existing systems require vendors to either sign a confidentiality agreement or provide compatibility lists.

Questions & Answers
1) Can more time be provided to respond to the RFI? There is an extensive amount of time involved in preparing a comprehensive and professional response to what the RFI is requesting, an additional 10 days in which to respond would be reasonable. The due date has been extended to Wednesday, 4/27 at 4:00 PM PT.
2) Why has such an abbreviated timeframe been identified for the RFI process? Is it based on a desire to procure part of the solution prior to the end of current fiscal year, or is it because a preference already exists for a certain vendor’s solution?
