About this file

This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-96C on April 16, 2026. The project involves the replacement of a vault toilet structure and pavilions at Hagen's Cove within the Big Bend Wildlife Management Area in Leon County. The scope includes furnishing and installation of one vault toilet structure, one multi-table picnic pavilion, and five single-table picnic pavilions, along with associated concrete work and appurtenances. The mandatory pre-bid conference and site visit occurred on April 2, 2026, at 11:00 AM ET. Written questions were due by April 9, 2026, at 5:00 PM ET, with responses provided in this addendum dated April 16, 2026. All sealed bids must be received by 3:00 PM ET on Monday, April 27, 2026, at the FWC's Tallahassee office, with public bid opening scheduled for the same date and time. The notice of intended award is anticipated for April 30, 2026, with Substantial Completion required within 180 calendar days from Notice to Proceed and Final Completion 30 days thereafter.

The addendum addresses nine critical questions from prospective bidders regarding product specifications, site conditions, design standards, and material requirements. Key clarifications include: the basis of design for the vault toilet is CXT Gunnison, with allowance for equal product evaluation during shop drawings review; no geotechnical exploration has been conducted, but the structures are replacing similar structures damaged during Hurricane Helene and must be installed per manufacturer's instructions; the "Updated Bid Set" drawings should be used as the basis for bidding; vapor barriers are required under both the handicap parking slab and picnic shelter slabs; termite treatment is required as detailed in the drawings pending further environmental impact discussion with FWC Biologists; RCP Shelter columns shall be anchored to support structures to a minimum of 150 mph sustained winds with actual dimensions to be provided by the building manufacturer in shop drawings; and protective semi-transparent factory stain is required on exposed wood of the RCP Shelters. The estimated project budget is $275,000, with contractors required to obtain 100 percent Performance Bonds and Labor and Material Payment Bonds, maintain comprehensive insurance coverage, and achieve E-Verify compliance. Liquidated damages are assessed at $150 per calendar day for delays beyond the Substantial Completion Date.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

There are several vendors to purchase a vault toilet and bathroom structure from. Is there a specific vendor that has been used that FWC prefers?

ANSWER #1

The basis of design is CXT Gunnison. Awarded contractor may request a different product to be evaluated as an equal during the shop drawings review process.

QUESTION #2

For the CXT vaulted toilet, the plans do not show any bedding materials/requirements to install the underground vault on top of. Has it been determined that the natural ground material will be sufficient or will there be a structural/geotechnical design requirement provided that states subgrade & bedding requirements for the CXT vaulted toilet?

ANSWER #2

There has not been a Geotech exploration at the site; however, this structure is replacing a similar structure that was damaged during Hurricane Helene. We expect the subgrade to be able to support the new structure. The structure must be installed per the manufacturer’s instructions and requirements.

QUESTION #3

Three redundant Drawing Sets were included in the Bid Document Link from FWC.

Please confirm which Drawing Set will be used as the Contract Bid Documents. At the

Pre-Bid Meeting we were verbally told to use the “Updated Bid Set” only.

ANSWER #3

Conflicting sets will be removed from the link. Please use the Updated Bid Set as the basis for your bid.

QUESTION #4

Drawing Sheet C205 of the “Updated Bid Set” Plans gives a range of pier dimensions and both embedded and base shoe anchorage details for the RCP Shelters. Please provide pier sizes and anchorage types we should use for the purpose of bidding on the project.

FWC SOLICITATION ADDENDUM 3

ANSWER #4

The columns shall be anchored as shown on the Wood Column Base Shoe Pier Detail on sheet C205. Actual dimensions shall be provided by the building manufacturer in the shop drawings. Anchors shall be able to support the structures to a minimum of 150mph sustained winds, QUESTION #5

Please clarify if a vapor barrier is required under the picnic shelter slabs, vault toilet building and handicap parking slab. Currently, a vapor barrier is shown only under the handicap parking slab.

ANSWER #5

Vapor barrier is required under the handicap parking slab and the picnic shelter slabs.

QUESTION #6

Please confirm with the FWC Biologists that termite treatment is needed/intended under concrete slabs as shown on the Slab Detail on Drawing Sheet C202 of the “Updated Bid

Set”. The slabs are very close to the water and in a seemingly environmentally sensitive area.

ANSWER #6

We have verified that there is a necessity for termite treatment and are in further discussion with FWC Biologists on a possible environmental impact. Proceed to bid with termite treatment included as detailed in the drawings.

QUESTION #7

Please provide a specification and manufacturer basis of design for the Vault Toilet

Building and vault sizing for the purpose of bidding.

ANSWER #7

Please see Answer #1.

QUESTION #8

Please provide a copy of the soil investigation report confirming the subsurface conditions will allow excavation of the shelter piers and toilet vault. With the numerous boulders in the vicinity, it appears there may be subsurface rocks that will prevent excavation.

FWC SOLICITATION ADDENDUM 4

ANSWER #8

There has not been a Geotech exploration at the site; however, the structures are replacing similar structures that were damaged during Hurricane Helene. We expect the subgrade to be able to support the new structures. The structures must be installed per the manufacturer’s instructions and requirements.

QUESTION #9

With respect to RCP Shelters, does FWC want a protective semi-transparent factory stain on the exposed wood

ANSWER #9

Yes.
