Questions & Answers Addendum for Babcock/Webb WMA Road Material

This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for solicitation FWC 25/26-73 regarding the supply and delivery of road materials to the Babcock/Webb Wildlife Management Area. The project requires approximately 9,600 tons of bank run shell material meeting FDOT 913-3 specifications and 1,214 tons of crushed concrete to be delivered to designated dumping areas accessible via Jones Loop Road and Bermont Road in Charlotte County. Materials will be dumped directly on roads where FWC will spread them as the project progresses. Sealed bids are due January 7, 2026, at 3:00 PM ET at the FWC Purchasing office in Tallahassee, with the public bid opening occurring immediately thereafter. The addendum clarifies that Maps 2 and 3 referenced in the scope of work are not included in the bid documents, and bidders should refer to Map 1 for local reference. The anticipated award date is January 12, 2026, and work must be completed by June 1, 2026.

Key clarifications provided in the addendum address operational and contractual requirements. Contractors are not required to tailgate spread or stockpile materials, and tractor trailers are prohibited from the site. A licensed contractor is not required, and contractors may use their own choice of quarry for sourcing materials. A performance bond equal to 100 percent of the contract price is mandatory, and the project will utilize federal funds with associated compliance requirements per Terms and Conditions. The contract is tax-exempt for FWC but this exemption does not extend to contractors. Bidders should register in MyFloridaMarketPlace and SunBiz prior to bid opening, with questions accepted until December 23, 2025, at 5:00 PM ET.
