Question 1 Section/Part #: Section L.6 Section Title: Proposal Format (Volume I: Technical Proposal Instructions) Paragraph #: 3

This section states a page limit for the technical proposal of “10 pages plus the number of pages per Domain sought.” If an Offeror proposes for only Domain 1, they have 20 pages total for that Domain. If Domain 1 and 2 are to be considered, the Offeror will have 30 pages total, or 15 pages per Domain. Proposing for the first three Domains allows for 40 pages total, or approximately 13 pages per Domain. This seems to put Offerors proposing more Domains at a disadvantage. Would NHTSA consider allowing more pages based on the total number of Domains for which an offeror is proposing?

• Answer: No. The number of allowable pages for each Domain was chosen based on the estimated space needed to provide the information requested in Section L.7. Effective proposals will eliminate duplication where possible, as there is likely to be significant overlap in staffing, facilities, and past performance across Domains.

Question 2 Section/Part #: Section F. 2 Section Title: Period of Performance Paragraph #:

Does the Agency have an anticipated start date for the Contract?

• Answer: It is the intent of the Agency to begin the period of performance at the time of award, prior to September 30, 2020.

Question 3 Section/Part #: Section L.8 Section Title: Cost/Price Proposal Instructions Paragraph #: L.8.1

Can there be more than one Project Manager? As in can there be a Project Manager and Co- Project Manager?

• Answer: As the Project Manager serves as the liaison with NHTSA, a single Project Manager is preferable.
