Vendor Questions & Department Responses RFP #24/25-59 - SAP License Analysis
Good Afternoon:
Questions received timely and the Department response are below:
1. Question: Please advise on whether any/all of the following automatically disqualify us from being rewarded the project:
• Non-US subcontractors, based in Australia (but service clients globally)
• 100% remote delivery, even for US-based resources (all 174 license baselines and RISE engagements have been delivered this way).
• Non-adherence to the security requirements of Florida 60GG-2.
o However, we do not require access to FDOR systems, networks, or confidential data.
• MBE is in-process but not complete.
Department Response: This would not automatically disqualify the responding vendor.
2. Question: Is FDOR able to provide the budget allocated to this project?
Department Response: We are not able to provide the specific budget allocations for this project.
3. Question: Will the SUNTAX Licensing Assessment Report include an assessment of non-SAP licensing? If so, can FDOR now provide a list of all license types currently required for the current SUNTAX platform not listed in the RFP? The intent of this question is to identify what other types of system licenses must be evaluated.
Department Response: Not listed are Opcon, FirstLogic (Postalsoft), WSFTP Pro, and On-Base.
4. Question: Can FDOR now provide a description of the current Suntax system, platform, and license types?
Department Response: All Suntax systems are hosted on virtual servers in Azure, utilizing two types of licenses: Windows and Linux. Windows licenses were transferred from on-premises infrastructure to Azure Cloud, while Linux licenses and support are procured through Microsoft Azure. Database runtime licenses for SQL Server and SAP HANA are sourced directly from SAP.
5. Question: Is FDOR expecting training to cover SAP functional use or configuration? Or, is this training to be focused on SAP licensing and license management?
Department Response: User training may be necessary if process screens are updated. Currently, most users rely on SAPGUI; however, if Fiori or NWBC is deployed in the future, training or detailed step-by-step documentation should be provided to ensure smooth adoption.
6. Question: Will vendors submitting for this project be prevented in any way from participating in any future work related to the migration to SAP?
Department Response: No, they would not be precluded.
7. Question: Can we get a list of current SAP modules in use for all the operational programs?
Department Response: Suntax utilizes the SAP Public Sector module, with systems comprising ERP 6.0 EHP8 NW 7.5, CRM 7.0 EHP4 NW 7.5, BW NW 7.5, Enterprise Portal NW 7.5, UI Logging, Content Server, Business Objects, and SAP Data Services..
8. Question: What level of customization are done in the current ERP system and operational programs listed in the scope?
Department Response: The system exhibits moderate to high customization, with custom programs and reports developed to meet specific business needs. Additional workflows and enhancements have been implemented to extend the functionality of standard programs. Integration with external systems and tools requires custom middleware. There is significant reliance on custom code, enhancements, and custom tables to align with unique business processes.
9. Question: When does the current SAP license agreement end?
Department Response: Main enterprise agreement ends 06/30/26. S/4 licenses for CSP ends 12/31/25.
10. Question: For each in-scope system/application (for SUNTAX & CAMS BTP), please share the number of SAP users.

11. Question: Please share the number of production SAP Systems.
Department Response: 7 (Includes ECC, BW Abap, BW Portal, CRM, Enterprise Portal, UI Logging, SAP Content Server)
12. Question: Please share the number of SAP contracts in place tha govern the in-scope systems/applications (for SUNTAX & CAMS BTP).
Department Response: 2 Contracts
13. Question: Is the expectation to submit an agreement for every employee in company or every employee on the engagement?
Department Response: Not clear, but based on our understanding, this does not pertain to individual employees.
14. Question: do the signed documents (agreements/ certifications/ disclosures) need to include wet signatures in the submission?
Department Response: No
15. Question: Does the Department have software asset management / SAP license life cycle management tools available for this analysis?
Department Response: No.
16. Question: Does the department have a software asset management (SAM) product owner identified for SAP licenses?
17. Question: Is there a SAM process owner for the enterprise software life cycle?
