About this file
This document is a Questions and Responses compilation for RFI 25.26-123 issued by the Florida Department of Revenue, providing 203 vendor inquiries and departmental responses regarding an Intelligent Document Processing and Workflow Automation solution for tax administration modernization. The RFI seeks vendor information on commercial and custom solutions capable of automating document intake, classification, data extraction, workflow routing, and process automation across the Department's tax administration operations, with the illustrative use case being the Refunds component within SUNTAX, the Department's SAP-based system processing approximately 3,000 new applications monthly. Vendor responses were due August 13, 2026, at noon Eastern Time, with questions accepted through July 21, 2026. The RFI is for market research and planning purposes only and does not commit the Department to any procurement or contract award; however, the Department indicated it may use collected information in future formal solicitations structured as either a software/COTS procurement, services-led systems integration, or combination thereof.
The Department has not established a budget, contract value, or implementation timeline for this initiative, stating that the timing, structure, and phased approach remain undetermined and subject to change based on future planning efforts. No incumbent vendor currently provides these services. The Department does not require confidential or proprietary information in responses and will not accept redacted submissions; respondents should provide information without confidential material consistent with Florida Public Records law. The Department seeks information on multiple deployment models—including vendor-hosted SaaS, cloud-based, on-premises, hybrid, and Department-hosted options—along with licensing approaches (named user, concurrent user, enterprise, or subscription-based), pricing models (per-page, per-document, or transaction-based), implementation and support services, and training methodologies. No specific security certifications, data residency constraints, or compliance frameworks were mandated, though vendors should address applicable federal and State of Florida requirements, including potential IRS Publication 1075 compliance if Federal Tax Information is processed. The Department indicated it may invite demonstrations using sample data or request MP4 video walkthroughs but has not established a demonstration schedule, proof-of-concept timeline, or evaluation criteria.
