About this file
This is a Questions and Responses document for Combined Professional Services RFP 200000002149 issued by the State of Michigan for WIC Compliance Buys. The solicitation requires contractors to conduct compliance investigations at vendors suspected of non-compliance with WIC (Women, Infants, and Children) program regulations. The State will select vendors for compliance buys based on high-risk indicators rather than predetermined geographic allocations. For Fiscal Year 2020, the anticipated distribution of compliance buys across regions is as follows: Southeast Michigan at 44 percent, Central Michigan at 35 percent, and Northern Michigan at 20 percent.
Key requirements for contractors include obtaining and maintaining licensure as a licensed Private Investigator in good standing; general professional services firms or "secret shopper" firms without private investigator licensing are not eligible to bid. Contractors must provide a flat pricing schedule across all geographic regions as specified in Schedule B, with no regional rate differentiation permitted. Notably, investigators are prohibited from wearing covert body cameras during compliance buy operations. The RFP establishes specific compliance protocols and investigative standards outlined in Schedule A, Statement of Work, which govern the conduct and documentation of all compliance activities.
