About this file

This document is a Questions and Responses record for RFP 200000002075 issued by the Michigan Department of Health and Human Services (MDHHS) for a MISEP Statistician professional services contract. The RFP seeks a contractor to provide statistical analysis, reporting, and validation services for the Modified Implementation, Sustainability and Exit Plan (MISEP), including outcome reports, trending reports, and dashboard development. Bidders are required to submit proposals through the Vendor Self Service (VSS) SIGMA system by completing the RFP document fields and attaching supplemental materials, with attachment file sizes limited to 6 MB per document. There are no page length limitations for narrative responses. The solicitation specifies that the key personnel statistician must possess a Master's Degree in Social Work, Business, or Economics. The RFP expands upon a current contract held by the Regents of the University of Michigan (Contract 071B6600019), which is limited in scope; this new contract represents a significantly broader scope of work with additional reporting and analytical requirements.

Pricing for this contract is firm fixed price throughout the entire contract term, with bidders required to submit hourly rates inclusive of all costs, including one-time charges, setup fees, and any other potential expenses. Bidders should reference Schedule B Pricing for detailed pricing requirements and may use either 1,920 or 2,080 labor hour models in their calculations. Per Schedule A Statement of Work Section 5.3.2, specific timelines for initial report delivery from contract commencement are detailed in the amended solicitation. The incumbent contractor provides context for understanding the current state of MISEP reporting services, though this new RFP significantly expands the scope beyond the existing contract's limitations.
