About this file

This is a questions and answers document related to a Department of the Army solicitation (W91ZLK-25-Q-0015) for a 30 Ton Semi Tractor. The Q&A addresses five technical specifications and requirements regarding the semi tractor including: preference for a new vehicle with factory warranty and low mileage rather than used; confirmation that the required configuration includes two drive axles (tandems) plus a third lift axle; specification of a 330+ inch wheelbase requirement; clarification that rail ramps do not need 11 5/8" frame rails as different sizes are acceptable; and confirmation that dual wheels are required on the lift axle.

The associated solicitation is a full and open competition RFQ for one new 30 Ton Semi Tractor to be delivered to Aberdeen Test Center in Maryland. Quotes are due March 6, 2025 at 10:00 AM ET, with questions due by March 4, 2025. The contract will be awarded on a Firm-Fixed Price basis using Lowest Price Technically Acceptable (LPTA) criteria. The solicitation is subject to Buy American Act requirements and includes restrictions on foreign acquisition.

Questions and Responses for 30 Ton Semi Tractor

1. Does the year of the vehicle or mileage matter?

Answer: Just for preference, yes, I would rather have a new truck for several reasons such as the factory warranty, low mileage guarantee, and the fact that we know what we are getting vs a problem child that someone got rid of because of issues. Also, I don’t know that it must be brand new by there year as I am sure that there are plenty of trucks available that were built in the last couple of years but didn’t sell although it may prove difficult to find one that meets the mission requirements that we must meet.

2. Are you looking for two or three drive axles in addition to the lift axle?

Answer: We are looking for a set of tandems (two drive axels) and a 3rd lift axle.

3. Any wheelbase great than 314 inches requires engineering approval?

Answer: Our current tractors are 330+ inches and that is our current requirement.

4. Rail ramps are not available from the factory with 11 5/8” frame rails?

Answer: Rail ramps are not available from the factory with 11 5/8” frame rails- Different sizes will suffice, not a requirement

5. The system is not allowing dual tires on each side of the lift axle?

Answer: Our current tractors are equipped with dual wheels on the lift axle and that is our current requirement.
