About this file

This document is a response to questions related to an Invitation to Bid (ITB) issued by the State of Florida Department of Transportation, Florida's Turnpike Enterprise. The ITB requests bids from qualified vendors to provide 24-hour monitoring, regulatory inspections, documentation, and service of fire alarm, fire sprinkler, and fire suppression systems at the SunTrax Test Facility.

The key details include the required frequency of fire alarm and fire sprinkler inspections per NFPA codes, the number of binders the vendor must provide to house the inspection reports, the ability to utilize subcontractors for proprietary fire alarm control panel programming, and the anticipated contract start date in late June or early July 2024. Pricing terms indicate the vendor should include the cost of generating and providing the inspection reports in the respective inspection line items, and any follow-up repair work will be billed on a time and materials basis. The contract award will be contingent on the responsiveness of the bids received.

Responses to Questions

1. How many Techs will be allowed per Fire Safety Inspection – Fire Alarm, Fire Pump, Fire

Sprinkler? Is there a line item amount to bill per Tech? Currently there is only 1 line item for 1

Tech. It is standard for 2 Techs to be available for Fire Alarm Inspections/Service

Response: The number of Technicians assigned to the annual/semi-annual/quarterly inspections would be up to the Vendor. The inspections are not done using the individual Technician line

(pay) item, each inspection line item is a lump sum cost to provide the respective inspection services and the initial reports. Any follow up work for repairs will be done under the Technician line item under a time and material scenario.

2. The bid lists 1 Fire Sprinkler Annual Inspection, and 3 Fire Sprinkler Quarterly Inspection. Per NFPA

Code 25 requirements – 1 Annual, 1 Semi-Annual, and 2 Quarterly Inspections are required. Can you change the bid to reflect NFPA Code 25 requirements?

Response: An addendum will be issued to reflect a change.

3. The bid lists 1 Fire Alarm Annual Inspection. Per NFPA Code 72 – 1 Annual, and 1 Semi-Annual

Inspection are required. Can you change the bid to reflect NFPA Code 72 requirements?

Response: An addendum will be issued to reflect a change

4. Summit Fire & Security uses Building Reports, which allows our customers to view and print

Inspections Reports (Annual/Semi/Quarterly + Deficiencies),and is approved to use by Fire

Inspectors/Marshalls. The on-line portal may be viewed 24/7/365, by anyone who provides us a username and password. During the meeting yesterday, it was stated that it is a requirement for the vendor to, print the reports, come back to the location, and place into a binder.

(A) Can Summit charge to do this as this will need to account for drive time and hourly rate?

Response: No. The cost to generate and provide these reports shall be included in each respective inspection pay item with no additional cost to the Department.

(B) Section 4.1 – how many binders will Summit need to provide, and will Summit be responsible for placing the reports in each individual binder?

Response: The Vendor shall provide a total of 17 binders, one for each fire alarm and sprinkler system plus hood system. It is the responsibility of the Vendor placing copies of these reports at each individual binder.

5. When is the anticipated start date?

Response: Based on the timeline provided in the solicitation, it is anticipated that the start date would be in late June or early July 2024.

6. Since Summit Fire was the only company in attendance at the mandatory bid, does that mean that

Summit Fire will be the vendor for the next year?

Response: The award of the contract to a Bidder will be contingent upon the requirements specified in Section 23 – Responsiveness of Bids, page ITB-7.

7. Best Pricing Offer – Does this pertain to Fire Safety devices that may be obtained on the secondary market?

Response: Yes.

8. Will a line item be added for the use of a Subcontractor, in relation to the programming of the proprietary FACP’s that we discussed yesterday?

Response: An addendum will be issued to reflect a change.
