RFP # 693JJ921R000033
Prehospital Airway Management Evidence Based Guideline
Questions and NHTSA Response:
1. As described in the NOFO, AHRQ has already published a systematic review of prehospital airway management.
a. What is the expectation for the deliverable for this NHTSA project?
NHTSA Response: Multiple deliverables expected include development and dissemination of:
1) an Evidence Based Guideline (EBG) for prehospital airway management by EMS,
2) a model treatment protocol based on the EBG,
3) educational materials for use in training EMS clinicians in implementation of the EBG, and
4) performance measures to support implementation of the EBG.
These will involve assembly of a multidisciplinary Technical Expert Panel including expertise in guideline development methodology; through consensus and established guideline development practices, the TEP will develop the EBG and other deliverables including drafting of an EBG manuscript for submission to a peer-reviewed scientific journal..
b. Replicate the AHRQ analysis?
NHTSA Response: No, the objective is not to replicate the AHRQ analysis nor conduct a new systematic review of the scientific literature. This project is preceded by the topic refinement and AHRQ systematic review where investigators summarized and analyzed the available, recent scientific literature. The systematic review by AHRQ should serve as part of the basis of this guideline development. Part of a proposal might include a supplemental literature review addressing literature not included in the recent AHRQ systematic review.
c. Publish some other type of review?
NHTSA Response: The purpose is to develop and disseminate an Evidence Based Guideline which uses the AHRQ systematic review as part of its basis; the objective is not to perform and publish a new systematic review of the scientific literature. The National Prehospital EBG Model Process, for example, recommends the use of established guideline development tools such as Grading of Recommendations, Assessment, Development, and Evaluation (GRADE) in guideline development.
2. The scope of the topic is really much broader than conveyed in the NOFO. An evidence-based review of prehospital airway management could span 10-15 separate papers. There could easily be 5-6 separate protocols. Can you confirm what is desired as the deliverable for the NOFO?
NHTSA Response: Please see answers to Question #1 above - the purpose is not to conduct a review of the evidence; it is to develop evidence-based guidelines through a Technical Expert Panel including expertise in guideline development methodology. There are no restrictions in scope of the deliverable model treatment protocol, but the systematic review by AHRQ should serve as part of the basis of this guideline upon which a model treatment protocol is based.

3. Is the budget limit of $300,000 inclusive of indirect (F&A) costs? Or will F&A be provided in addition?
