About this file
This is a Questions and Answers document issued by the Oregon Health Authority's Office of Contracts and Procurement for Request for Proposal #5645 regarding the establishment of a Center for Excellence in Aging and Behavioral Health. The document, issued June 6, 2023, addresses clarifications regarding service delivery scope, staffing qualifications, and program requirements for organizations bidding to establish and operate the center. Key clarifications include confirmation that the CFE will serve adults aged 60 and older, that service delivery is a component of the center's work through training modules and learning collaboratives rather than direct service provision alone, and that both mental health and substance use disorder services must receive equal programmatic focus. The document specifies that Project Directors may include Co-Principal Investigators to represent interdisciplinary teams, and that accreditation verification from recognized bodies is acceptable for compliance purposes.
Pricing parameters are established with a maximum budget cap of $1 million for the two-year contract period, inclusive of the 10% overhead allowance. The funding source is identified as the Substance Abuse Block Grant, with emphasis on substance use disorder services mandated. Staffing requirements include Key Senior Faculty with 3-5 years of experience in mental health service delivery, defined as either direct service providers delivering psychotherapy and assessment or clinical professionals providing supervision and training to build clinical capacity. Allied health professionals such as nutritionists, occupational and physical therapists, social workers, and speech language therapists are eligible. The document clarifies that "Integrated Co-occurring Treatments" encompasses physical, mental, and substance use treatment delivered in primary care, community mental health, and community-based settings. Services are broadly defined to include trainings, modules, fact sheets, resources, learning collaboratives, and webinars in addition to clinical services.
