About this file
This document is a set of Questions and Answers related to a Request for Proposals (RFP) issued by the Oregon Health Authority's Alcohol and Drug Policy Commission for Facilitation For Alcohol and Drug Policy Commission and System of Care Advisory Council Youth Substance Use Strategic Plan. The RFP seeks a contractor to provide cohesive meeting planning, youth-adult partnership activities, strategic planning support, and meeting facilitation services over a 12-month collaborative process. The initial contract term is 12 months, with options to renew and extend up to 5 years, and the initial maximum not-to-exceed compensation is $125,000.
The RFP confirms that out-of-state vendors are permitted to respond, though there is a reciprocal preference for Oregon-certified firms. The contracted services can be performed virtually, and the $125,000 budget covers only the consultant team's compensation, not additional supplies for in-person meetings. There has not been a previous consultant hired for this work. The Oregon Health Authority is committed to increasing diversity, equity, and inclusion, and encourages participation from certified minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses.
