About this file

This is a Questions and Answers document for federal solicitation W912CH-25-R-0130, a Department of the Army procurement for a Gunner Shield Kit (NSN 2510-01-498-4996). The document addresses three key inquiries from prospective contractors submitted between December 18, 2025, and January 13, 2026. The U.S. Army clarifies that offerors need not possess a DoD security clearance for classified ballistic armor information if they can source armored steel materials meeting specified drawings and thickness requirements, though they must maintain an active DD 2345 clearance during the six-and-a-half-year award period. The Army specifies that ballistic testing must be performed by Aberdeen Test Center per MIL-DTL-46100 requirements, and contractors cannot substitute alternative qualified suppliers for this testing function. Regarding pricing documentation, Amendment 0001 removed clauses requiring certified cost or pricing data (FAR 52.215-21, DFARS 252.215-7008, and DFARS 252.215-7010) due to the solicitation's use of lowest price, technically acceptable (LPTA) evaluation methodology, eliminating the obligation for offerors to provide certified pricing unless explicitly requested by the contracting officer.

Valid proposals must be submitted by February 1, 2026, at 05:00 EST and include a completed solicitation form acknowledging the amendment, a filled price evaluation spreadsheet, and a completed technical information questionnaire.

Questions & Answers Regarding W912CH-25-R-0130:

The following questions were obtained from perspective contractors dating from 18 December 2025 to 13 January 2026. The answers are provided from US Army subject material experts and serve to educate potential industry vendors about this action.

Question #1:

Is an offeror automatically disqualified if it’s not a cleared facility for DoD classified information (other than CUI), specifically for ballistic armor (DD 2345)?

Answer:

The offeror is NOT automatically disqualified, for these reasons described:

The offeror will be able to work around this issue by simply using armored steel of the thickness and grade specified in the drawings. This means that the offeror doesn’t need to possess the classified documents describing the technical aspects. For example: the offeror would read the drawing and when it stipulates using the particular type of steel, the offeror would then procure that raw material with the flowed-down material certifications and build the shield. The offeror must maintain an active DD 2345 during the course of the award timeframe (six and a half years, starting from the time of award to one and a half years post the last ordering year). Such communications would be with the Joint Certification Program helpdesk via email at jcp-admin@dla.mil .

Question #2:

Are we allowed to use a qualified supplier (cleared for the MIL DTL -46100) to perform the ballistic testing requirements?

Answer:

The offeror is required to use ballistic testing facility (Aberdeen Test Center), per paragraph 4.2.1 in MIL-DTL-46100.

Question #3:

Does the solicitation inclusion of DFAR 252.215-7010 REQUIREMENTS FOR CERTIFIED COST OR PRICING DATA AND DATA OTHER THAN CERTIFIED COST OR PRICING DATA--BASIC (MAY 2023) MAY/2024 mean that our proposal must include certified cost or pricing data?

Answer:

The solicitation W912CH-25-R-0130 has been amended via Amendment 0001, which removes clauses FAR 52.215-21, DFARS 252.215-7008, and DFARS 252.215-7010 as it is reasonably certain that cost or certified pricing data may be required by the contracting officer, as this solicitation utilizes lowest price, technically acceptable (LPTA) methods. Offerors are not obliged to include certified cost or pricing data unless specifically requested by the contracting officer.
