Questions and Answers W911SG-26-Q-A026

1. Can you provide additional detail on the specific manufacturing disciplines to be covered (e.g., CNC machining, additive manufacturing, robotics, etc.)?

Intuitive and G-code CNC machining Lathe/Mill

Additive Manufacturing using various plastics filaments to include metal printing, injection molding and SLS, FDM and SLA.

2. What is the expected number of participants per training session?

Up to 10 personnel per class

3. Will training facilities and equipment be provided on-site, or is the contractor expected to supply all required resources?

The facility and equipment for the three classes will be provided on installation, however the equipment and supplies off post must be provided as stated in the PWS and owned by contractor

4. Are there any required certifications or qualifications for instructors?

1.6.12 Special Qualifications or Certifications: Contractor employees providing training must possess at a minimum an Associate’s Degree or higher in Mechanical or

Industrial Engineering, Materials or Computer Science, as well as a minimum of three (3) years experience operating the various types of 3D printers and required software identified in PWS section 4.1.3 Contractor-furnished equipment; 1.3 and PWS section

1.4. The contractor must also have at a minimum three (3) years experience in teaching how to operate, setup, verifying tool offsets, work offsets and CAM software. This includes setup, verifying tool offsets, work offsets, and CAM software. Contractor employees providing training must also demonstrate an ability to re-engineer or design apart from scratch using CAD software and validate the strength and operability of the printed part. The Contractor may use various employees to meet the total training requirement, so long as each employee providing training meets the requirements outlined in section 1.4 of this PWS.

5. Is there an incumbent contractor currently providing these services?

No.

6. Will hybrid or partially remote instruction be considered?

No, all training will be in person

7. – Instructor Qualification Staffing Approach

PWS Section 1.6.12 states that "The Contractor may use various employees to meet the total training requirement, so long as each employee providing training meets the requirements outlined in section 1.4 of this PWS." Does the Government require each individual instructor to independently satisfy all requirements in Sections 1.3, 1.4, and 1.6.12 (i.e., proficiency in all

CAD/CAM software platforms, all printer types, CNC, NDT, reverse engineering, and capstone oversight), or will the Government accept a team-teaching approach in which the contractor's instructional team collectively covers all PWS requirements, provided each individual instructor meets the minimum education and experience thresholds in Section 1.6.12?

We do not require each individual instructor to satisfy all requirements however the instructors must be fully able to teach their block of instruction; For Example, we don’t want 5 instructors trying to teach CAD/CAM

8. Size Standard Discrepancy

The SF 1449 (Block 10) reflects a size standard of $15,000,000. The Instructions to Offerors reflect a size standard of $16.5 Million. The current SBA size standard for NAICS 611430 is

$16.5 Million. Please confirm which size standard applies to this solicitation.

Size Standard is 16.5 million

9. – Set-Aside Status

The SF 1449 (Block 10) indicates this acquisition is "Unrestricted," and the Instructions to

Offerors state the set-aside is "None (Unrestricted)." However, the Brand Name Justification document recommends a 100% Total Small Business set-aside based on market research identifying four qualified small businesses. Please confirm whether this solicitation is unrestricted or set aside for small business.

100% Total Small Business Set-Aside

10. – Brand Name Equipment: "Or Equal" Consideration

The Instructions to Offerors (Section V, Factor 2) state that "only proposals offering the specified brand name equipment will be considered technically acceptable" and that proposals offering

"non-brand name or 'equal' products will be evaluated as unacceptable." PWS Section 4.1.3 lists specific brand name printers but uses the phrase "Contractor shall provide the following printer capabilities" and lists example models under each category. Will the Government consider equivalent printer models that meet or exceed the minimum build volume and capability specifications listed in PWS 4.1.3, or must offerors provide the exact make and model listed?

We require the same makes but models can vary

11. – Government-Furnished Printer Identification

PWS Section 4.1.1 identifies three government-furnished printers for on-post training: Stratasys

Origin Two, Stratasys F370 CR (listed as "F#&) CR" which appears to be a typographical error), and Xact Metal XM200G. Please confirm the exact model designation of the second Stratasys printer.

F370CR

12. – Contractor Facility Requirements

PWS Section 1.6.6 requires the contractor to provide a facility within a 15-mile radius of BLDG

2674 Shannon Van Valzah Rd, Fort Bliss, TX 79916. Does this facility need to be operational and available at time of proposal submission, or may the contractor identify and secure a facility during the 72-hour phase-in period or prior to the first off-post class?

The facility needs to be operational and ready to begin classes after contract is awarded.

13. – Class Scheduling

The PWS requires six classes over a 12-month period, each lasting 6–8 weeks. Are classes expected to run consecutively (back-to-back), or will there be breaks between classes? Does the

Government have a preferred schedule or sequencing for alternating between on-post and off-post sessions?

The classes may have roughly a one week break between but could be back-to-back, the classes will be split between one course on installation, and one off installation starting with the first class held off post at the contractors facility to gauge whether the contractor is meeting the required training asked for by the government

14. – Evaluation Clarification

The Instructions to Offerors (Section V) state that from technically acceptable proposals, the

Government will "identify the offeror that most clearly demonstrates the capability to meet the requirements" and then perform a price-reasonableness analysis on that single offeror. If more than one proposal is rated Acceptable, what discriminating criteria will the Government use to identify the offeror that "most clearly demonstrates" capability, given that the technical evaluation uses a binary Acceptable/Unacceptable rating?

If more than one proposal is rated Acceptable, the number one evaluation criteria is price. The

Government will assess the prices of all acceptable offers to determine whether they are fair and reasonable. Award will be made to the offeror with the lowest evaluated price among technically acceptable proposals.

15. – OEM Part List (Attachment 3)

PWS Section 7.1.3 states that Attachment 3 – Final-Use OEM Part List will be "Provided at time of award." Can the Government provide this list or a representative sample prior to the proposal deadline so offerors can accurately assess material, equipment, and complexity requirements for pricing purposes?

No, if the vendor has the required materials for the printers, and the printer capabilities asked for then there will be no issues making the OEM part. Allied Trades Tech will give the contractor a notice during the first week of class which materials will be require for each student to make there OEM part.

16. – Volume III (Phase-In) Content

The Instructions to Offerors (Section VI) describe three submission volumes, but Volume III

(Phase-In) describes the 72-hour phase-in requirement without specifying what documentation or narrative the offeror should provide. What specific content does the Government expect in

Volume III? Is the Government looking for a phase-in plan, a readiness checklist, or a narrative demonstrating mobilization capability?

The 72 hour phase in , will be the contractor presenting the ability to start training, a walk through in that time will be coordinated to ensure the vendor has meet all the requirement stated in the PWS and is ready to begin training personnel
