About this file
This document contains questions and answers related to the GNA Skillem Road Decommissioning project, a collaborative effort between the Oregon Department of Fish and Wildlife (ODFW) and the US Forest Service (USFS). The project involves decommissioning 0.48 miles of service road in the Umpqua National Forest, with an estimated project cost of $80,000.00. The scope includes road clearing, culvert removal, stream channel restoration, and erosion control at specific mile posts. Key technical details cover rock and material specifications, including 15ft and 24ft boulders, 12in gravel from the USFS mink rock pit, and specific requirements for boulder weirs and stream channel work. The project requires precise grade control, limited clearing/grubbing, and specific seeding procedures, with seed to be provided by USFS/ODFW at a 15lbs per acre ratio.
The bid documents outline specific requirements for equipment usage, including restrictions on ripping techniques and water sourcing for the project. Contractors are expected to use equipment capable of lifting and shattering compacted soil, with specific guidance on dozer ripper shanks. Water sources for the project are limited to designated areas like the 3C Rock day use area and the 28-353 road. The project includes provisions for disturbed ground management, requiring seeding and soil coverage of 60-80% using on-site slash or weed-free straw. Additional specifications address culvert removal, stream channel restoration, and environmental protection measures, indicating a comprehensive approach to road decommissioning that prioritizes ecological restoration and minimal environmental impact.

Questions from ODFW’s “GNA Skillem Road Decommissioning - Oregon Buys #S- 63500- 00014136”
Estimated Project Cost: $80,000.00
Question: What class of rock needs to be used in this project?
15ft and 24ft boulders need to used and 12in gravel will be used. Material is provided from USFS mink rock pit.
At Mile Post 0.14 a 20cy boulder will be used.
Clariication: At MP 0.14 the Optional Bid item is in addition to the two boulder weirs in the third bullet.
Big Culvert MP 0.41
- The goal of the removal and repair is to achieve a 1 to 1.5 grade. If this cannot be achieved the Awarded Contractor will need to submit a Change Order Request.
- Depth of culvert is measured bottom of pipe. Depth at inlet is 10ft. and 17’ at outlet of pipe.
- Grade to channel bottom
- There is no engineered plan for grade control or rock placement
Clearing/grubbing will be restricted to the width of the equipment being used.
MP 0.42
- All extra material will be place at the end of the road
General Notes from Pre-Bid:
- Rock from excavation can be used in of weirs and slope
- Seed will be provided by USFS/ODFW and will be coordinated with winning Bidder
- Seed will be spread a 15lbs per acre ratio
- Contractor will be responsible for removing and disposing of metal culverts
Additional Submitted Questions:
1. Page 6/15 of the RFP under the MP 0.14 section offers an optional bid item that is not included on the bid item list on the two “Att D” pages of the bid forms, “Optional bid item: construct 2 boulder weirs and add 20 cy streambed rock to channel through prism.” Is this optional bid item supposed to be included on the bid forms?
The Only two optional line items are for MP 0.02 and MP 0.42
2. Is there a minimum width of the roadway ripping?
The width will be variable. Ripping width is intended to be that which is necessary to get equipment in and conduct the stream crossing work. It is not necessary to tear out additional trees just to conduct ripping.
3. Is ripping with a dozer with ripper shanks allowed?
We have this in the ITB: ”Equipment used for ripping shall be capable of lifting and shattering compacted soil rather than plowing, mixing, or displacing topsoil.” Per USFS soils staff: “[…] a dozer shank should be acceptable if it is used correctly and can lift and shatter rather than plow.”
4. Can water from the Creek be used to ill water trailers/buffalos?
The best sources to ill up are at 3C Rock day use area (42.96591 -122.88731, about 4 miles upriver from Tiller) or at the 28-353 road (43.08265 -122.64753)which is not far from the 2814 road turn-off (both are along the 28 road). They cannot use the public source out front for a big tank. USFS can provide a map if needed.
5. Is there a limit of acceptable NTU’s during culvert removals?
Attached is a screen capture of the dewatering BMPs and NTU specs from the Tom Creek Culvert replacement project, these would be adequate to adopt for this project.
6. Is straw required to be placed over any seeded areas?
The ITB directs that all disturbed ground will be seeded and also that all disturbed ground will be covered with slash to achieve 60-80% soil coverage and that weed-free straw can be used if that range cannot be met with on-site materials. So, I would interpret this to mean, “yes, seeded areas would be covered with straw. However, only in areas when on-site slash material was insuficient for required coverage levels.
