About this file
This document is a Questions and Answers (Q&A) file for the California Department of Financial Protection and Innovation's (DFPI) Small Business Option solicitation #2025-OPA-089095 for WP Engine Web Hosting Platform as a Service (PaaS). The solicitation seeks to renew an existing web hosting contract for the DFPI's public-facing website, with bids due on July 30, 2025. The contract covers comprehensive web hosting services including onboarding, performance monitoring, technical support, error remediation, service outage management, and website security. Bidders are required to provide a single bundle price covering all specified services using the provided Cost Worksheet.
The contract has a total budget cap of $60,480, with services to be paid annually upfront for each year. The current incumbent is Strato Communications, Inc. The solicitation is exclusively reserved for California-certified Small Businesses, with a requirement that the majority of work be performed by the primary vendor. Subcontractors, if used, must be listed on the Bidder Declaration form with their percentage of work specified. Vendors are not required to submit an insurance certificate until award, and simply complying with the scope of work is sufficient for demonstrating service monitoring and operational readiness capabilities.

Questions and Answers

Bids will be due July 30, 2025
Questions and Answers
Q.1 For bidders proposing layered services on top of the WP Engine platform, such as onboarding, security patching, and plugin-level support, does DFPI require explicit identification of these value-added services in the Cost Worksheet, or should bidders incorporate them as bundled line items within the overall pricing?
A.1 DFPI currently holds an existing WP Engine service contract, and this RFO seeks to perform a renewal of that contract.
Vendors should download the cost worksheet from RFQ Section 5.1 and provide a single bundle price that covers all the services specified in the Cost Worksheet.
Q.2 Can DFPI confirm whether bidders are required to provide a copy of the actual Certificate of Insurance with their submission, or is it sufficient to certify coverage and submit the full certificate upon award, as outlined in Exhibit D of the sample agreement?
A.2 Yes, the insurance certificate is not required until we award the winning vendor. The winning vendor will then have to abide by our Exhibit D Insurance requirements and submit their Certificate of Insurance, along with all other future required documents.
Q.3 Will DFPI require documentation or evidence of SLAs, uptime monitoring dashboards, or incident response protocols from bidders, or is it sufficient for vendors to state that they will comply with the availability and reporting requirements outlined in the Scope of Work? We ask this to confirm the level of detail expected in proposals regarding service monitoring and operational readiness. Thank you for your consideration.
A.3 Simply complying with the scope of work is sufficient.
Q.4 Can DFPI clarify whether proposed pricing should reflect a fixed annual rate, or if proposers may structure their pricing as a blended multi-year total that includes front-loaded onboarding costs and lower annual maintenance costs in subsequent years, provided the total remains under the $60,480 cap?
A.4 Bidders should follow the Cost Worksheet provided in Section 5 of the SB Option notice. Provide prices as required on the Cost Worksheet. The pricing must be presented as annual fixed-year rates. There is no front loading of the full contract amount. Services per year will be paid to vendor yearly upfront for that year. Addendum 1 has been released to update the total contract budget (cap).
Q.5 As a California-certified Small Business intending to self-perform 100 percent of the contract scope, including onboarding support, uptime monitoring, reporting, security patching, and remediation layered over the WP Engine platform, can DFPI please confirm whether this approach
WP Engine Web Hosting SB Option (PaaS) #2025-OPA-089095 satisfies the GSPD-05-105 requirement that the "majority of the work" be performed by the primary vendor? We ask this to clarify compliance expectations for bidders who are providing value-added services beyond the underlying hosting infrastructure. Thank you for your consideration.
A.5 Yes, that will satisfy the SB requirement. If you have a subcontractor completing a portion of the contract, they must be listed on the Bidder Declaration form and the percentage of work they will perform must be provided.
Q.6 Is there any incumbent for this project?
A.6 Strato Communications, Inc holds the current contract.
Q.7 We would like to know if there is any particular Cost worksheet format to work on?
A.7 Yes, please go to the SB Option Notice document and navigate to section
5.1 Cost Worksheet to download and use Cost Worksheet we have provided, and submit your pricing.
