About this file
This is a Questions and Answers document for federal grant opportunity DFOP0018363, titled Bolivia Law Enforcement and Criminal Justice Sector Support, dated June 4, 2026. The document addresses six key clarifications regarding grant implementation requirements and expectations.
Approximately two-thirds of grant-funded events and travel will occur within Bolivia, with the remaining activities taking place internationally in the U.S. or third countries. Grantees must be prepared to provide in-country support for cash payment delivery to beneficiaries and providers in Bolivia. While legal registration and physical presence in Bolivia are not explicitly required, INL expects grantees to comply with all Bolivian domestic laws and regulations and anticipates that a small physical presence will facilitate grant activities. INL offices are located in the U.S. Embassy in La Paz, and while not mandated, grantee presence in La Paz is anticipated to best support implementation. Additionally, a correction clarifies that Leahy vetting requirements referenced in Activity 1 correspond to Activity 14 (Background Checks of Travelers) rather than Activity 11 (Monthly Reimbursements). Finally, INL clarified that over a 24-to-36 month implementation period, the grant would average approximately $70,000 to $105,000 in monthly reimbursements and does not anticipate monthly expenses reaching the stated range of $300,000 to $1,000,000 USD in the near-term, nor would such thresholds be expected consistently.
