Salvador
OFOP0001354
Date: June 11th, 2024
Question 1:
Page #9 of the NOFO: For the Project Proposal Documents, can applicants submit in one document 1) the Proposal Narrative, 2) Change Map, 3) Project Risk Analysis and 4) Timeline, and then keep the Illustrative PIRS separate (as it is an Excel)?
INL Response: Individual documents are preferred.
Question 2:
Page #11 of the NOFO: Could you please clarify if applicant organizations need to be registered in El Salvador at the time of proposal submission?
INL Response: Per the NOFO: Required Entity and Account Registrations for Applicants All prospective applicant organizations must register and/or maintain active registration in the systems outlined below in order to submit an application to this NOFO.
Organizations that are first-time applicants may need to register and/or create accounts in these systems. INL encourages prospective applicants to initiate these registrations as soon as possible.
Applicants that have previously applied to other opportunities may already have registrations and/or accounts in the necessary systems, though applicants should ensure their registrations are active.
Question 3:
Page #11 of the NOFO: "List of Key Personnel": In addition to listing Key Personnel, could this 3-page section include short biographies of other relevant staff and experts to be deployed for the proposed work?
INL Response: Yes, key personnel could include short bios of relevant staff and experts.
Question 4:
Does INL have a specific definition of what constitutes an 'economic sector' for the purpose of this NOFO, that wants applicants to use?
INL Response: Economic sector refers to the type of businesses, such as financial institutions, financial cooperatives, Designated Non-Financial Businesses and Professions (DNFBP), Virtual Assets, etc. Please use the Financial Action Task Force (FATF) guidance for more specific definition of an economic sector.
Question 5:
The most recent International Narcotics Control Strategy Report (INCSR) Volume II: Money Laundering available on the State Department's website is dated March 2022. Could INL kindly provide a more recent report on El Salvador that was submitted for the INCSR Volume II: Money Laundering (i.e., 2023 or 2024)?
INL Response: The INCSR volume II 2022 is the most recent publication. Reports for 2023 and 2024 are still not publicly available.
Question 6:
Does INL El Salvador anticipate that virtual assets would be one of the three economic sectors selected for this project?
INL Response: We cannot anticipate at this point if virtual assets will be part of the three economic sectors. The decision will depend on the Financial Intelligence Unit (FIU) of El Salvador based on level of priority in consultation with INL.
