Questions and Answers for Recommendations To Increase Successful Utilization of Alternative Dispute Resolution (ADR) in Bosnia and Herzegovina - OFOP0001662 Date: January 2, 2025

Question 1:

Under section C. Eligibility Information, subsection 3. Other Eligibility Requirements, it is stated that applicants must commit to non-discrimination with respect to beneficiaries and provide a workplace free from harassment and bullying for all individuals. What kind of documentation should applicants submit to demonstrate compliance with these requirements?

INL Response:

Applicants should submit documentation that clearly demonstrates their commitment to non-discrimination and their policies or practices for maintaining a harassment- and bullying-free workplace. This could include written policies, training materials, or any other relevant documentation that outlines how these principles are implemented and enforced within the organization.

Question 2:

Under section D. Application and Submission Information, subsection 2. Required Application Documents – Project Proposal: Proposal Narrative, applicants are encouraged to use their own templates. Is there a specific template that you would prefer applicants to use?

INL Response:

There is no specific template required or preferred. Applicants are encouraged to use their own templates for the Proposal Narrative, as long as all necessary information is included as outlined in the application guidelines.

Question 3:

Under section D. Application and Submission Information, subsection 2. Required Application Documents – Project Proposal: Proposal Narrative, applicants are required to provide a “Theory of Change & Implementation Plan,” a “Gender, Equity, and Inclusion Analysis,” and a “Future Funding Plan/Sustainability.” Since the funding in question is for a study in preparation for later projects, do we still need to provide these documents, or would you prefer us to submit this information based on the assumption that the study will lead to a future project that addresses ADR in Bosnia and Herzegovina and is inclusive and sustainable?

INL Response:

While the funding is for a preparatory study, we still require the requested documents. These can be framed in the context of the study’s potential to increase the use of ADR in Bosnia and Herzegovina. For the Theory of Change & Implementation Plan, describe how the study might contribute to future efforts aimed at promoting ADR usage. For the Gender, Equity, and Inclusion Analysis, explain how these principles will be integrated into the study design and the promotion of ADR. The Future Funding Plan/Sustainability should outline potential strategies for securing future funding or partnerships that could help sustain the increased use of ADR. In short, these documents should reflect how the study could lead to the broader adoption and sustainability of ADR in Bosnia and Herzegovina.

Question 4: Does the organization need to be fully registered with the U.S. Entity Identifier (UEI) before applying for a grant and can the organization submit a grant application before its UEI registration is fully processed?

INL Response:

The organization needs to be fully registered with the U.S. Entity Identifier (UEI) before applying for a grant and must have a completed UEI registration in order to submit a grant application.

Applications will not be processed without a valid registration.
