About this file
This is a Questions and Answers document dated December 5, 2024, for federal grant opportunity OFOP0001649 "Combatting Trafficking in Persons in Uzbekistan" from the Bureau of International Narcotics and Law Enforcement Affairs. The document addresses two specific questions: 1) clarification that government official vetting is not required except for security forces with authority to use force, arrest, or detain, and 2) definition of "marginalized groups" which includes ethnic minorities, women, children, LGBTQ+ individuals, people with disabilities, and economically disadvantaged communities.
The related grant opportunity seeks applications from 501(c)(3) nonprofits to address human trafficking in Uzbekistan under CFDA 19.705 (Trans-National Crime). The project aims to strengthen reporting mechanisms and combat underreporting of trafficking incidents through victim-centered and culturally sensitive approaches. Key focus areas include enhancing victim protection and assistance, strengthening law enforcement capacity, improving data collection, and fostering multi-stakeholder collaboration to address gaps in current enforcement efforts.

Questions and Answers for In response to OFOP0001649 entitled “Combatting Trafficking in Persons in Uzbekistan”
Date: December 5, 2024
Question 1:
1. Will INL require all government officials involved in trainings and program activities to be vetted by the successful applicant before their participation?
INL Response:
No, this is not required. Leahy Vetting is mainly applied for participants from security forces. That is any organization or entity authorized by a State to use force, including to search, detain, and arrest. This includes: (i) All military units. (ii) Law enforcement units or civilian forces with the authority to use force, arrest, or detain.
Question 2:
1. On page 3, the problem statement mentions “marginalized groups” as direct victims of trafficking to be served by the project. Apart from women and children, what other populations are included in INL’s definition of marginalized groups?
INL Response:
Marginalized groups in the context of the problem statement could include ethnic minorities, women, children, LGBTQ+ individuals, people with disabilities, and economically disadvantaged communities. These groups often face systemic barriers and discrimination that limit their access to resources, opportunities, and rights, making them particularly vulnerable to exploitation for forced labor and sexual exploitation by traffickers.
