About this file

This document is a Questions and Answers record for RFP 25-415 DIF Grant Implementation Support, issued by the State of Michigan through Michigan.gov/MiProcurement. The RFP is a newly initiated project—not a continuation of existing services—with no incumbent vendors or prior expenditure history. The state anticipates awarding a single contract to the responsive and responsible bidder offering the best value, with a preference for Michigan vendors. The scope of work, detailed in Schedule A, includes general requirements and may encompass training activities, though trainings are not mandatory. If training is included in a proposal, bidders must provide outlines specifying training topics, duration, frequency, and delivery medium. The state clarifies that trainings are typically conducted live, with recorded sessions potentially uploaded to the Michigan Rehabilitation Services (MRS) Learning Management System after completion. Any materials developed for the project must include DIF funding acknowledgment and a disclaimer.

Bidders may propose costs up to $400,000 per fiscal year, with all charges subject to 2 CFR 200.404 reasonable cost standards under a cost reimbursement agreement. The state will organize and provide reasonable accommodations for training attendees, though contractors must coordinate with the MRS Staff Development Unit if trainings are approved. Bidders are permitted to submit narrative explanations for Schedule A items in separate documents provided they are properly referenced in the RFP Statement of Work bidder boxes. No maximum budget cap, set-asides, or special incumbent considerations apply to this solicitation.
