About this file

The document contains questions and answers related to a Request for Proposals (RFP) issued by the Oregon Department of Fish and Wildlife (ODFW) for the chemical treatment of Ludwigia, an aquatic weed, at the Palensky Wildlife Area and Gail Achterman Wildlife Area. The RFP requests a lump sum bid for the work, and ODFW is seeking flexibility from contractors regarding the timing of the initial application, as the plant phenology may not align with the estimated mid-June timing. ODFW will work with the selected contractor on determining the extent of the Ludwigia coverage and will provide a map of the sprayed areas.

The RFP states that 100% of the emergent Ludwigia vegetation will be treated. ODFW has provided information about the population size and access to the sites to assist contractors in estimating the required field hours. The selected contractor will be required to provide hourly rates for the proposed tasks as part of the lump sum bid. The contract will be awarded to a single contractor, and the budget for the project must be known for ODFW's planning purposes.

Questions and Answers for ODFW 63500-00002573

Q) The RFP requests a lump sum bid for the work. Given the nature of the species being treated, there are numerous variables that are out of control of contractors. Would you consider a proposal for the approach to the project and time and material hourly rates for the tasks proposed rather than a lump sum bid?

A) For our budgeting purposes we need a lump sum bid. We were hopeful that the info provided about the population size and access info would give contractors a sense of how many field hours to calculate. We know this is an estimate, but we need to know how much to budget for the project. You should definitely include the hourly rates as part of the bid.

Q) The RFP states that 100% of ludwigia will be treated. How is this being determined? How is the ludwigia that has not emerged from the water column being addressed?

ODFW staff will work with the contractor on this. Dyes could be used. A map of sprayed areas could be produced. We are only referring to emergent vegetation.

A) The RFP states that the first treatment will be completed in mid-June. If the plant phenology doesn't line up with this timing, will the initial application be delayed?

Contractor flexibility is desirable. Mid-June is an estimate. Our ideal would be to have the initial application completed before the plant flowers.
