About this file
This is a Questions and Answers document for ITB-S-10700-00005597, addressing inquiries from prospective contractors regarding a fountain renovation and maintenance project. The project involves work on the Wall of Water and Sprague Fountain, including pump replacements, control panel work, spray nozzle replacement, and painting and sealing services. Contractors are permitted to stage equipment in six designated parking spaces adjacent to the mechanical rooms and may work day and night shifts if operationally necessary without modifying the contract price. The work areas remain open to the public during standard operating hours, with the below-grade parking structure accessible to contractors via key card access after regular business hours. Mandatory pre-bid conferences allow potential bidders to photograph equipment rooms and assess site conditions. The specification does not provide detailed information on painting products, concrete sealer products, or spray nozzle model specifications, requiring contractors to submit bids based on allowances rather than prescriptive requirements.
The project includes three separate allowances totaling $48,000: $20,000 for painting inside the fountains, $20,000 for concrete sealer product at the Sprague Fountain, and $8,000 for spray nozzle replacement. Pump replacements must be "like-for-like" equipment with the same amperage, utilizing existing wiring, conduit, and overcurrent protection devices, with no modifications to panel locations or wiring infrastructure. The government will not accept re-built or refurbished equipment; all replacements must be new. Detailed equipment specifications, control panel documentation, and equipment room photographs are not provided by the contracting agency, though contractors may obtain photographic documentation at the pre-bid conference. Jobsite security and safety remain the contractor's responsibility throughout the project duration.
